Old Harbor Solutions, a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking a Program Manager - Personnel Security with a Top Secret / SCI Clearance to join our Team in Fort Mead, MD.

Position Responsibilities:
  • The PM is responsible for all aspects of task order execution and management on a daily basis to include program management office operations and resourcing of all task order requirements, including staffing and tasking responses. The PM is responsible for
  • Meeting all technical, financial, and contractual requirements of the task order and will ensure that all requirements outlined in the PWS are accomplished within the specifications provided in Performance Requirements Summary (PRS).
  • Provide program management support for the development and delivery of CE, Personnel Security, adjudication, and vetting related reports, briefings, and training as needed.
  • Assist with the agenda setting and facilitation of working groups, and other related forums as required.
  • Provide administrative support as necessary, to include accounting for employees' time and attendance, planning meetings, tracking action items, and preparing read-ahead briefing material, meeting minutes, formal correspondence packages, activity reports, senior leadership reports, and travel/training/personnel documents.
  • Assist with the promulgation of information pertinent to Contractor personnel execution of duties.
  • Serve as a point of contact to DCSA Government personnel and the Contractor's leadership. Provide accurate and complete data concerning case processing, call center support activities, summarization of workload volume, completion status, and any obstacles encountered.
  • Ensure status reports and deliverables are provided IAW the PWS.
  • Capture and analyze current business processes and procedures for specific tasks and make recommendations for efficiencies.
  • Develop and administer training on systems and procedures associated with personnel security operations based on Government identified existing and emerging training shortfalls associated with tasks. This training may include but is not limited to training on existing or refined business rules, processes, procedures and/or systems use.
  • Complete performance tracking as identified in the PWS on a weekly basis for all Contractor personnel and provide the required reports.


Position Requirements:
  • Must possess a minimum of three (3) years of experience in personnel security clearance processes and a minimum of three (3) years of experience managing a staff of 50+ personnel.
  • Must demonstrate a strong ability to multi-task by accurately and efficiently performing in all areas concerning performance reporting, personnel duty scheduling, personnel recruiting and retention, etc.
  • Must possess ability to communicate effectively, both orally and in writing.
  • Must experience in on contract management, process optimization and risk mitigation.
  • Must possess Project Management Institute's (PMI) Project Management Profession (PMP) certification prior to award of task order.
  • Must possess a TS/SCI clearance.


Position is located in Fort Mead, MD.

Salary Range: $125,000 to $145,000
