Job Description:
This role involves managing a moderate-risk Operations and Management contract, including construction projects, procurement activities, and Central Plant operations. A complete understanding of the contract and relevant subcontracts is essential to provide full support to the project management team and ensure seamless execution. This position is subject to review and approval by the U.S. Government Contracting Officer.
Job Responsibilities:
- Supervise and provide technical direction to subcontractor employees in executing the facilities management program at a secure U.S. Government site. This position reports to the Program Manager and requires continuous interaction with the U.S. Government.
- Develop a thorough understanding of the prime contract and relevant subcontracts.
- Prioritize Health, Safety, and Environmental (HSE) throughout all project phases.
- Collaborate in preparing the project in line with contractual obligations, Operating System Requirements (OSR), and the Operating System Implementation Plan (OSIP).
- Serve as the primary contact for the Client Plant Manager, maintaining close client relationships through regular communication.
- Manage and execute maintenance, modification, and outage activities as per prime contract requirements.
- Ensure maintenance planning and scheduling activities are fully integrated with plant and power operations.
- Verify with the Program Director (PD) that project requirements for safety, quality, cost, and productivity are met in all managed locations.
- Support the PD in delivering the project per execution and commercial baselines, overseeing the daily operations of the Program Management Office (PMO) staff and their deliverables.
- Assist in defining program organization, staffing requirements, and coordinating staffing with organizational managers.
- Foster and maintain strong client relations to promote active cooperation, prompt payment, and opportunities for follow-on work.
- Oversee accurate and timely project reporting, including the final close-out report and reviews.
- Collaborate with Project Controls to manage a comprehensive change control system, tracking all contract and project baseline changes.
- Participate in managing and controlling project cost and schedule through effective project controls, planning, and change management.
- Coordinate technical content and schedule requirements between design, procurement, material management, and construction teams.
- Ensure efficient interface management with third parties.
- Implement and support automated work processes and tools to add value to the project.
- Comply with standards and procedures for the security and management of computing facilities and systems.
- Ensure project invoices are submitted per contract requirements and follow up on accounts receivable to minimize cash flow costs.
- Keep senior operations management informed of project status, including client relations, financial performance, and risk assessments.
- Lead technical and commercial proposal completion, providing execution planning, scheduling, estimating, and proposal strategy.
- Mentor personnel and manage staff development, providing training, performance feedback, and professional advancement opportunities.
- Administer consistent policies and procedures across business lines, functions, and locations by leveraging internal and external resources.
- Travel as required for business-related matters.
- Perform other duties as assigned.
Required Skills:
- Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications to comply with local requirements.
- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders.
- Job related technical knowledge necessary to complete the job.
- Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines.
- Ability to attend to detail and work in a time-conscious and time-effective manner.
- Minimum of 7 years of experience managing projects of similar size and scope. This is a key contractual position and contingent on approval by the U.S. Government Contracting Officer.
- Must be physically present on-site during normal business hours; remote work is not authorized for this contract.
- Must respond to the site within 2 hours’ notice for emergencies outside normal business hours.
- Reports to a U.S.-based Program Manager and interacts with peers across multiple time zones.
- Must meet U.S. Government requirements and contingencies before deployment to the site.
- Supports the project by fostering an environment for the development and professional advancement of personnel, including on-the-job and formal training opportunities.
Desired Skills:
- At least 4 years of experience supporting the Intelligence Community.
- Current active security clearance that meets access requirements for the customer.
- Engineering experience.
- Professional Engineer license.
- Experience leading Service Contract Act (SCA) employees.
- Proficiency in Spanish or a working knowledge of the language.
- Program management experience or certification.
- Process improvement experience.
- Familiarity with SAP, Costpoint, and AutoCAD systems.
- Jobsite experience and understanding of construction safety programs.
- Demonstrated successful performance as Project Manager on at least two small-to-medium-sized projects or in significant roles on large-scale engineering, procurement, fabrication, and construction/construction management (EPFC/CM) projects.
- Experience in planning and scheduling activities within power and plant operations.
