Duties

  • You will perform financial analysis of inter-related accounting, logistic and computer file systems in pay, accounts payable and travel, using multiple procedures and techniques to evaluate alternatives and arrive at a decision and recommendations.
  • You will act as an employee liaison to resolve problems and errors relating to civilian payroll issue (i.e., LES).
  • You will evaluate laws and regulations to perform approving functions for the timekeeping and pay program of the organization.
  • You will report or review programming issues affecting payroll processing in payroll systems (i.e., correct org codes, correct subheads, activity type and type of hour code) with the business office.
  • You will research, interpret, analyze and apply regulations, policies, procedures and legal decisions to work and resolve complex financial issues and problems.
  • You will conduct weekly and quarterly audits on civilian time and attendance with coordination with the departments and other related activities to ensure proper processing and assure adherence with regulations.
  • You will maintain accurate payroll record to ensure at all times this function is audit ready per the congressionally mandated requirements.
  • You will schedule, run and analyze various financial system reports, such as daily activity reports, error and reject reports, status reports discrepancy and mismatch reports, transaction reports and ad hoc reports.
  • You will complete payroll reports including processing new hires/separations to ensure all time is inputted and approved.
  • You will maintain the Defense Civilian Pay System to ensure all labor time flows properly and that employee are paid in timely manner.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of SPECIALIZED experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing financial support, guidance, and recommendations to resolve a variety of problems involving pay, travel, accounts payable, or other related financial transactions.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of two full years of graduate level education that is directly related to the position being filled.
OR
Combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
