Duties

  • You will be responsible for the administrative and technical supervision of a medium size workforce consisting of ND and NT employees of various engineering, scientific, and technical backgrounds.
  • You will need to have general multi-disciplinary knowledge in the areas of mechanical and systems engineering to manage employees performing the work of the branch.
  • You will plan, establish, direct and maintain the effectiveness and safety of personnel and facilities.
  • You will provide technical and management oversight and day-to-day supervision of employees to ensure delivery and quality of products assigned to their organization.
  • You will ensure that technical and business processes within their branch are operating effectively and address any issues as they arise.
  • You will perform workforce-to-workload assessments to identify technical skill short falls and skill imbalances to be addressed via personnel development, department hiring and/or contract actions.
  • You will develop a skilled workforce by the creation of individual development and career plans, training opportunities, and employee mentoring.
  • You will lead Department strategic initiatives and support Division Newport Strategic initiatives.
  • You will be assigned financial procurement authority, authority to approve official time and authority to approve travel authorizations and vouchers.
  • You will provide technical expertise, software engineering, system engineering and program management, over the full spectrum of assigned projects.
  • You will provide the technical expertise and software engineering competency spans the NUWCDIVNPT "bridge" from science and technology, product and systems development, production and acquisition, test/evaluation, and direct Fleet in-service support.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • 1550 is a Cyberspace Workforce position, work role code Program Manager, proficiency level advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Dept. of Navy policies.

Qualifications

This is an interdisciplinary position and may be filled by a General Engineer (0801 series), Mathematician (1520 series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. Applicants in positions with occupational series other than those listed (0801, 1520, and 1550) may apply; however, you must apply directly to the series listed in this vacancy that is most applicable to your qualifications.

TO QUALIFY FOR THE ND-05 MANAGER POSITION:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist spearheading multi-disciplinary projects, systems development efforts, research, or technology initiatives for the refinement of combat systems and platform/payload integration frameworks to optimize operational performance.
TO QUALIFY FOR THE ND-04 SUPERVISORY ENGINEER OR SUPERVISORY SCIENTIST POSITION:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-9-11) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist, overseeing the implementation of systems engineering principles in the design and integration of combat systems and platform/payload technologies, managing a team to optimize operational performance.

FOR THE 0801 - Professional Engineering Series:
A. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)ORE. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

FOR THE 1520 - Mathematics Series: A degree in mathematics or the equivalent of a major that included at least 24 semester hours in mathematics; or, a combination of education and experience demonstrated by courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics, plus appropriate experience or additional education.

FOR THE 1550 - Computer Science Series: A degree in computer science or degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.

This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band is equivalent to GS-14 and GS-15 grade levels. The ND-4 pay band is equivalent to GS-12 and GS-13 grade levels.
