Overview: Praescient Analytics is actively seeking an experienced Federal Project Manager to support a contract with the Department of Homeland Security. This contract will support the Global Trade Investigations (GTI) division that provides oversight and support for investigations into violations of U.S. import and export laws to ensure national security, protect the public's health and safety, and to stop predatory and illegal trade practices. The GTI division is a multi-layered response towards mitigating existing vulnerabilities within the commerce stream. This contract will support law enforcement investigations by conducting open-source intelligence support and analysis and developing new and more efficient ways to discover leads, enhance case support, and prepare cases for prosecution.
Key Responsibilities:
The Project Manager will be responsible for the Task Order activities: planning, organizing, directing, controlling, staffing as well as reporting status, deliverables and schedules to the Government. Additionally, he or she will conduct open-source intelligence support and analysis and will collaborate with the Senior Business Analyst and the Data Scientist to develop the methodologies and tools needed to enhance GTI's goal of developing more leads of better quality.
Minimum Qualifications:
• Five (5) or more years' experience in planning, coordinating, identifying deliverables, and implementing the job according to government specifications.
• Five (5) or more years supporting intelligence operations in the US Federal Government.
• Five (5) or more years law enforcement experience.
• Five (5) or more years' experience in open-source intelligence data support, PED (processing, exploitation dissemination) of collected data and follow-up research.
• Five (5) or more years' experience in mining or scraping large amounts of data from open and dark web; perform ETL (extract, transform, load) processes on collected data.
• Five (5) or more years' experience in social media exploitation trend development, illicit network analysis, and identification of hidden associations.
• Five (5) or more years' experience in data analysis including trend analysis, link analysis, and identification of hidden associations.
• Five (5) or more years' experience in creating data back-ups, information controls, procedures and data recovery.
• Five (5) or more years' experience in researching emerging technologies and relating them to the government's needs.
• Five (5) or more years' experience in the development of training materials to assist federal employees in making the best use of the developed tools in executing their duties.
• At least one project management certification (e.g., Project Management Professional (PMP),Certified Associate in Project Management (CAPM)).
