Description
Support the implementation of a comprehensive COMSEC Program to monitor and track all COMSEC account transactions for all customers at all designated locations Maintain control and accountability of all COMSEC material that falls within the guidance of the NSA/CSS Policy Manual 3-16, Control of Communications Security (COMSEC) Material, and other government mandated COMSEC regulations such as those found in the NSA's Key Management Infrastructure, Management Client Operators Manual (KMI (MGC) Teach operator functions, troubleshoot equipment failures and perform DIRNSA or vendor equipment upgrades (General Dynamics and ViaSat family of encryption devices) for TACLANE's, vIPer secure telephones, Simple Key Loaders (SKL), and perform KMI system updates Manage Key Management Infrastructure (KMI) system to support the Primary KOAM with Controlled Cryptographic Items (CCI), ordering, issuing and management of the Missile Defense System (MDS) keying material and associated policies and procedures Provide technical advice pertaining to Type One encryption devices, Secure Voice networks and encryption Oversee equipment and classified material accountability, Protective Technologies control measures, and various other security issues to ensure systems reliability and accessibility to prevent and defend against unauthorized access to systems, networks and data in accordance with DoD and National Security Agency (NSA) policies and guidance Ensure the rigorous application of information security/COMSEC policies, principles and practices in the delivery of all CCI and COMSEC material including installs, troubleshoots, programs, maintaining accurate Local Element (LE) hand receipts, 100% inventories, logs and maintaining COMSEC and secure voice encryption equipment and keying material Ensure all personnel handling COMSEC have need-to-know, are aware of and understand, all security policies and procedures, properly briefed, trained, and proficient in protecting COMSEC material Develop and implement Enterprise COMSEC policies, procedures, manuals, and guidance end users require to perform the MDS mission around the world Interact with and advise Government and contractor organizations with COMSEC requirements and related matters Ensure that all COMSEC material is being controlled and accounted for in accordance with the NSA/CSS Policy Manual 3-16 and other COMSEC related security doctrine (e.g. NSTISSIs, CNSSIs etc.) Key, configure and do basic troubleshooting of TACLANEs, vIPer phones and other COMSEC CCI material Coordinate various issues involving keying material directly with the appropriate Controlling Authority Work non-standard shifts as needed. These shifts may rotate dependent on the needs of the customer Work individually or within a team environment to accomplish tasks/meet schedules Develop training scenarios and documentation to build expertise among team Document and enforce processes and procedures Other duties as assigned

Requirements
Education/Training:
- Bachelor's Degree in relevant discipline preferred
- Service school or DIRNSA school KMI CI-2 Certificate of Training for the Management Client (MGC) Operator Training Course or equivalent title of training required
- Must have, or obtain within 20 days of start date, service or DIRNSA COMSEC Manager Training
- Current DoD 8570 IAT Level II certification (ex: Security+) required
Experience:
- 2+ years of professional experience in the required task area
- Experience operating and administrating KMI system Spiral 2 Spin 3 MR 3 or higher
Security:
- Must be a US citizen
- Candidate must be in possession of a minimum DoD issued Top Secret Clearance
Physical Requirements:
- Able to occasionally reach with hands and arms
- Prolonged periods of computer screen use, while sitting or standing at a desk
- Adhere to safety protocols when in work areas requiring use of PPE (e.g. eyewear, gloves, masks, hearing protection, steel toed shoes, etc.)
- Able to safely lift and carry up to 20 pounds at a time
