Description:
The Program Analyst (SME) will provide program management and acquisition lifecycle expertise to a Government Program Management Office (PMO) commensurate with the scale and complexity of a large Department of Defense (DoD) program. The Program Analyst (SME) will drive all aspects of program execution, to include schedule, risk, cost and budget, contract management, metrics definition and analysis, knowledge management (including documentation), and reporting. The Program Analyst (SME) will leverage deep knowledge of the DoD Acquisition lifecycle, from requirements generation through product delivery, to inform planning, strategy, and decision-making. The Program Analyst (SME) will engage with external and internal stakeholders and provide forward-leaning insights into DoD policies and compliance frameworks to enable successful program execution. The Program Analyst (SME) will develop high-quality briefings, reports, and analysis products that clearly communicate complex programmatic issues and recommendations to leadership and stakeholders.

Duties and Responsibilities:
• Lead / support all aspects of program management, to include schedule management, risk management, cost management, contract management, metrics definition and analysis, and program reporting
• Use knowledge of the DoD program management and acquisition lifecycle processes to plan and conduct acquisition activities through the program / project life cycle from the description of the requirements through product / solution delivery
• Engage with external and internal stakeholders as requested
• Advise the Government on current DoD policies and procedures to support major program decisions and recommend strategies and techniques for successful conclusions
• Lead / participate in strategic planning, acquisition planning, and investment planning
• Contribute to the development of project plans aligned with program goals and objectives
• Lead / perform risk management, to include identifying, managing, assessing, and mitigating cost, schedule and performance risk, determining impacts across all program areas, and defining realistic burn-down plans
• Define program management performance measures, metrics, and key performance indicators (KPIs) to be used to track, report, and assess project / product status and delivery, gathering supporting data, and preparing associated status reports for leadership reviews
• Ensure compliance with applicable policies and regulations from Federal, DoD, and Service Department (e.g., Army) levels to include, but not limited to: DoD 5000, 7000, and 8000 Series; Army Regulations (ARs) 1-1 and 70-1; and Office of Management and Budget (OMB) Circular A-11, “Preparation and Submission of Budget Estimates”
• Review programmatic documents, preparing comments with rationale, identifying key concerns with recommended action for resolution, and collaborating as necessary to ensure proper understanding
• Prepare / provide input for briefings and reports
• Lead / participate in program reviews, assessing alignment of activities with acquisition strategy and program plan, and determining feasibility of execution within the defined program baselines
• Deliverables (to include, but not limited to the following): Reports and work products to include - Special Project Reports; Documentation of the results of analysis in white papers, presentations or other required format to share the recommendations that meet the requirements

Required Qualifications:
• Master’s degree or Bachelor’s degree with equivalent experience in a related field, or equivalent years of experience in a field directly related to the position
• 12+ years of experience in a field directly related to the position
• Extensive experience in DoD acquisition planning and execution to include preparation and review of all milestone documents (e.g., Acquisition Strategy)
• Proficient in project management and Agile task management tools, such as, but not limited to the Atlassian suite of products, Azure DevOps, Rational Team Concert, Rally, and ServiceNow
• Agile certification (e.g., Scaled Agile Framework (SAFe) Agilist or Scrum Master)
• Experience with data analytics tools, such as Power BI and Power Apps
• Excellent communication skills, both verbal and written
• Ability to establish and maintain working relationships with internal and external stakeholders
• Ability to work independently and take a proactive role
• Experience and proficiency with MS Office Suite (Excel, Outlook, PowerPoint, Project, Word), SharePoint, Defense Collaboration Services (DCS)
• Must possess and maintain a Secret Security Clearance
