Responsible for managing, reporting and self-assessing Contractor Outcomes of the Government Property Management System as applicable to each business unit. This includes the maintenance of records and issuance of required contractual and FAR/DFARS reports and systems reporting concerning Government-Owned property from its receipt at the company to its final disposition after contract completion or termination. Position includes self-assessment and support of the Government`s annual audit of the Government Property Management System.
The Operations Strategic Capabilities Unit plays a fundamental role in enabling efficient business and program execution - from strategic capital investments, industrial operations and an efficient supply chain, to state-of-the-art manufacturing and test operations and top-notch facilities management.
The Integrated Supply Chain team has a direct impact on program success, acting as a critical chain that links the end-to-end material flow together. Our organization helps propel us forward and achieve true mission partnership.
What You'll Do:
On-Site Work Environment: This position requires regular in-person engagement by working on-site three or more days each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required.

Full-Time Salary Range: $66084 - $112343

What You'll Do:
- Review contracts and regulatory documents to determine and ensure Space and Mission Systems' ability to perform and fulfill contractual requirements pertinent to Customer/Government Property Management.
- Follow all guidelines, policy, work instruction and documents published in the SMS Business Process Library (BPL) or other online portals.
- Provide input into the development, recommendation, and implementation of property administration policy. Write new policies and procedures and review and modify existing policies and procedures as appropriate.
- As necessary, coordinate with internal and external customers and/or Customer/Government agencies to clarify property accountability requirements and contractual requirements.
- May provide guidance and interface with junior team members or programs to ensure compliance to SMS procedural requirements pertaining to the approved SMS Property Management Plan and Customer/Government Property management accountability.
- Implement or participate in contractor self-assessments, including developing necessary metrics and performance checks. Report all results to Supervision or Asset/Property Management leadership.
- Coordinate and facilitate all external and internal property audits including coordination with affected company management and personnel.
- Maintain knowledge of regulatory changes pertaining to Property and the impact to contract performance.
- Prepare data relevant to Asset/Property facets and present objective data at the request of auditing agencies or internal audit activities.
- Investigate and respond to Corrective Action Requests and follow up with functional departments as necessary.
- Perform property subcontract oversight responsibilities including risk mitigation and monitoring plans. Create and manage files, provide oversight and direction to ensure SMS Suppliers are managing Company or Customer/Government Property in their possession appropriately. Perform property audits at subcontractor sites as appropriate.
- Maintain a regular and predictable work schedule.
- Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
- Perform other duties as necessary.

Required Education, Experience, & Skills
- Bachelor's degree plus 2 or more years related experience.
- Each higher-level degree, i.e., Master's Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
- Some working knowledge of FAR, DFAR Supplements.
- Some DoD/NASA Audit experience (i.e., CPSR, MMAS, Property Audits, etc.).
- Experience with Government compliance, Government Contractor regulations, FAR, and DFARS as it relates to a breadth of Property operations.
- Awareness of Government contracting and compliance organizations.
- Solid and proven leadership skills.
- Ability to effectively relate with others and cooperate as a team member.
- Ability to effectively interact with SMS leaders at the highest levels.
- Demonstrated ability to build effective relationships at all levels of the organization.
- Must possess effective leadership, teamwork, organizational and presentation skills.
- Must be able to work with minimal supervision.
- Must be proficient with MS Office and must be able to work in a multi-task, fast-paced environment.
- Outstanding analytical and problem-solving abilities are required.
