Overview:
Our client is seeking a Technical Expert/Technology Leader to join their team in support of the FBI. The mission is to provide specialized technical expertise to develop, operate, and maintain a portfolio of FBI applications—both commercial off-the-shelf (COTS), government off-the-shelf (GOTS), and custom-built solutions.

These applications are critical to the FBI’s daily operations across law enforcement, intelligence, legal, and administrative domains.

Job Description:
The Technical Expert provides strategic planning for large projects or significant segments of strategic planning portions of large complex projects. This role ensures continuity of the technical direction and implementation across multiple development teams contributing to a single application. The Technical Expert assists the government in developing technical strategic direction, develops solutions to complex technical problems using industry best practices, and maintains a full understanding of all aspects of the production system and the impact of future changes. The Technical Expert advises the government on the best approach to complex problems, documents solutions and project plans, and guides development teams through project implementation. Additionally, the Technical Expert identifies and tracks progress towards schedule milestones and assists in the preparation of key strategic planning documentation.
Key Responsibilities:
Provide strategic planning for large projects or significant segments of strategic planning portions of large complex projects.
Ensure continuity of the technical direction and implementation across multiple development teams contributing to a single application.
Assist the government in developing technical strategic direction.
Develop solutions to complex technical problems using industry best practices.
Maintain a full understanding of all aspects of the production system and the impact of future changes.
Advise the government on the best approach to complex problems.
Document solutions and project plans in a way that can be implemented by development teams.
Guide development teams through project implementation.
Identify and track progress towards schedule milestones.
Assist in the preparation of key strategic planning documentation.
Qualifications:
Proven experience in strategic planning for large and complex projects.
Strong technical skills and experience in ensuring technical direction and implementation across multiple development teams.
Ability to develop solutions to complex technical problems using industry best practices.
Comprehensive understanding of production systems and the impact of future changes.
Strong advisory skills to guide the government on the best approach to complex problems.
Proficiency in documenting solutions and project plans.
Experience in guiding development teams through project implementation.
Strong organizational skills to identify and track progress towards schedule milestones.
Excellent communication and interpersonal skills for collaboration with government and development teams.
Preferred Skills:
Experience working with government projects and strategic planning.
Knowledge of industry best practices for complex technical problem-solving.
Proven track record of successful project implementation and milestone tracking.
Experience with Office of Management and Budget (OMB) Form 300
Familiar with Oracle Database as a Service (ODaaS), Enterprise SQL Server Database Services (ESDBS), Security-Threat Assessment and Review Services (S-TARS), and Rapid Application Deployment and Resilience (RADAR) services.
