Senior Law Enforcement Advisor/Planner
As required by our governmental client, this position requires an active TS with a SCI read on capability to be considered.

The Senior Law Enforcement Advisor/Planner will serve as a subject matter expert in one or more of the following areas: transnational criminal organizations and investigations, criminal intelligence, counternarcotics, financial crimes/money laundering, and be versed in a broad array of law enforcement issues. This individual will provide technical law enforcement expertise to support the Joint Interagency Counter Trafficking Center of U.S. European Command (JICTC EUCOM) mission, focusing on improving the capacity of United States Government (USG) and partner nation law enforcement agencies to detect, deter, disrupt, degrade, and defeat national security threats related to illicit drugs, trafficking, and transnational organized crime.

Senior Law Enforcement Advisor/Planner Responsibilities Include:
- Conduct general and targeted assessments and evaluations of law enforcement capacities and programs within assigned regions or areas of expertise.
- Provide policy analysis and program guidance on law enforcement aspects of contingency, conflict prevention, or anticipated stabilization and reconstruction missions to JICTC personnel.
- Participate in senior-level meetings, seminars, and exercises to provide expert-level law enforcement information and analysis to support JICTC EUCOM maintain and develop continuously the ability to respond to emerging issues appropriately.
- Write memos and reports to provide expert analysis regarding law enforcement programs and assessments for JICTC EUCOM
- Participate in outreach activities with domestic and international law enforcement and think-tank communities to share information about JICTC EUCOM programs and policies and to solicit greater cooperation and participation.
- Develop and maintain personal contacts with JICTC EUCOM program managers, foreign government officials, and U.S. state/local law enforcement agency and community partners to strengthen JICTC EUCOM program.
- Attend various international meetings and conferences as a subject matter expert in law enforcement and present information and perspectives to the benefits of a whole-of-government approach to combatting transnational criminal organizations (TCOs).
- Coordinate with planners, interagency counternarcotics law enforcement subject matter experts, political-military advisors, and partner nation officials to formulate counternarcotics plans consistent with approved policy and guidance.
- Provide input to interagency counternarcotics law enforcement subject matter experts and partner nation officials to develop and validate project requirements that support established regional and country plans.
- Collaborate with other project officers and Division leadership to provide data and analysis to inform the prioritization and programming of projects for funding and execution.
- Coordinate with interagency counternarcotics law enforcement subject matter experts and the intelligence community to stay abreast of the narcotics trafficking situation and partner nation counternarcotics efforts in the assigned area.
- Facilitate information sharing between interagency counternarcotics law enforcement subject matter experts, political-military advisors, and partner nation drug law enforcement officials to support efforts to enhance and de-conflict counternarcotics efforts.
TIER 5 (TOP SECRET/SCI) Requirements:
- Shall maintain an active Top Secret (TS)/Sensitive Compartmented Information (SCI) Security Clearance for the duration of this effort.
- Shall have clearances to handle and process TS/SCI operational and intelligence information.
- Proposed candidates/FTEs must possess a current TS/SCI eligibility at the time of proposal and must remain current throughout the life of the contract.
- Shall maintain eligibility for daily access to TS/SCI information and eligibility to work within an accredited Sensitive Compartmented Information Facility (SCIF) as needed.
Senior Law Enforcement Advisor/Planner Experience, Education, Skills, Abilities requested:
- Shall have 15 years' experience; experience can be combined. (Example: 5 years DEA and 10 years DoD or 10 years DEA and 5 years DoD)
- Minimum of a bachelor's degree from a college or university accredited by an accrediting body recognized by the U.S. Department of Education is required.
- Functional Skills:
- Analytical & Problem-Solving skills;
- Planning/organizational skills to meet deadlines w/ability to manage conflicting priorities;
- Possess professional communication skills w/the ability to articulate complex ideas to a variety of audiences w/clarity and succinctness;
- Professional writing skills to craft concise papers read by a variety audiences;
- Exceptional presentation and facilitation skills;
- Professional interpersonal communication skills in order to establish credibility and relationships w/strategic-level stakeholders.
- Technical Skills:
- Experience with the Drug Enforcement Agency (DEA), Department of Defense and/or Joint Inter Agency Task Force (JIATF);
- Management of custom permission/document library sharing; managing large datasets and file structures; basic understanding of relational databases.
- Proficiency in Microsoft Office Suite (e.g., SharePoint, Outlook, etc.)
- Must be a USG Citizen.
- Excellent organizational, communication, and stakeholder coordination skills.
- Must pass pre-employment qualifications of Cherokee Federal.
Travel:
