DESCRIPTION

Position Title: Force Health Protection Planner

Location: Stuttgart, Germany Patch Garrison US European Command (EUCOM)

Clearance: TS/SCI

Job Description :

The Force Health Protection (FHP) planner shall serve as subject matter expert on policy, strategy and planning with a focus on Pandemic Influenza and Infectious Disease. The FHP Planner shall interpret and implement EUCOM FHP policies and procedures to provide FHP planning, programming, and funding guidance to facilitate the identification and determination of ways to achieve the best mixes of forces, equipment, and support attainable within fiscal constraints for EUCOM FHP activities. The contract position shall preserve the USEUCOM mission through biosurveillance efforts that lead to early warning and response to bio-threats by:

· Increasing collaboration for biosurveillance and publc health activities between USEUCOM HQ Staff, USEUCOM Service Components, DoD Public Health organizations, NATO, laboratories, and installations

· Developing and maintaining relationships with host and partner nation counterparts for regional biosurveillance and infectious disease reporting, information sharing, and pandemic preparedness planning and exercises

· Improving biosurveillance collaboration with DoD combat support agencies and Interagency partners

· Coordinating early detection capabilities for bio-threats in USEUCOM with regional European and international medical, intelligence, and public health counterparts

The contractor will also perform the following specific tasks:

· Coordinate biosurveillance activities for USEUCOM, including collection, analysis, and reporting of data and information related to infectious diseases of humans, animals, and plants that pose an operational concern to US Forces

· Identify emerging disease trends from biosurveillance information, assess risks, and develop recommendations to mitigate risks to US Forces

· Report bio-threats in the USEUCOM AOR to US DOD and international colleagues

· Coordinate with other US DOD biosurveillance partners, including NCMI and AFHSD

· Contribute infectious disease subject matter expertise to USEUCOM plans, including Combatant Command Campaign Plan (CCP), P&ID Plan, Country Plans, Operational Plans, Contingency Plans, and Base Plans Plan and participate in pandemic and infectious disease-focused exercises, and plan pandemic and infectious disease aspects of other exercises

· Support NATO by participating in relevant working groups, panels, courses, and Smart Defense projects, in coordination with the Office of the Joint Staff Surgeon

· Collaborate with NATO partners to strengthen infectious disease information sharing

· Develop and maintain infectious disease information sharing with host and partner nation military and civilian counterparts

· Participate in international meetings and scientific conferences to present USEUCOM biosurveillance activities and enhance collaboration with partner nations

REQUIREMENTS

Education and Experience Requirements:

· Minimum Qualifications: Master's degree in a related field and eight (8) years of recent specialized experience; OR Bachelor's degree in a related field and eleven (11) years of recent specialized experience; OR fifteen (15) years of recent specialized experience. Must have demonstrated practical experience in the area(s) of expertise required.

· 5+ years of post-graduate applied experience in public health or epidemiology, including the collection, analysis, interpretation, and reporting of infectious disease surveillance data

· 5+ years of experience with scientific writing and presentation for various audiences including technical reports, plans, and non-technical information papers.

· Knowledge of infectious disease immunology, diagnostics, therapeutics, and preventive measures

· Excellent oral and written communication skills, including the ability to communicate scientific concepts and health risks to a broad audience

· Experience publishing multiple first-author manuscripts in peer-reviewed journals

· Experience writing and reviewing scientific research proposals

· Excellent IT skills, including use of Excel, PowerPoint, Adobe Acrobat, and statistical software

· Top Secret level security clearance required

· Ability to travel for meetings and scientific conferences up to 30% of the time.

The Contractor shall provide support between the hours of 0800 - 1700 Monday through Friday, except for US Federal holidays.
