Duties
Help
  • Conduct all management surveys/reviews and studies of organizations, functions and activities required by the Office of the Program Manager, Saudi Arabian National Guard (OPM-SANG).
  • Provide management review, analysis and advisory services to operating officials and staff members.
  • Responsible for all OPM-SANG force management functions to include reporting requirements, position management, controls and Table of Distribution and Allowances (TDA) development for military and civilian personnel requirements.
  • Provide advice and guidance on civilian and military personnel management functions and programs such as promotions, retirements, evaluations, leave, etc.
  • Develop, justify and implement manpower requirements of OPM-SANG to include both civilian and military positions.
  • Serve as liaison between employees and applicable Civilian Personnel Advisory Center (CPAC) or US Army Resources Command (HRC), etc. on all personnel related issues.

  • Requires a pre-placement evaluation of fitness for a CENTCOM position, per MOD-17, which includes a medical, dental and behavioral health fitness examination. An immunization screening is also required.
  • Position requires a U.S. state or territory driver's license.
  • Non-Key Security Cooperation (SC) position requiring DoD SC Workforce (SCW) Certification. SC Execution Support Management (AOC)- 1 year - Basic Level.
  • Incumbent is required to comply with all Department of Defense, Defense Security Cooperation Agency, and Department of the Army requirements of the SCW certification program.
  • TDY required up to 5%

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience at the GS-11 or equivalent, which includes:

a) Providing advice and guidance on civilian and military personnel management functions and programs such as promotions, retirements, evaluations, leave, etc.; and
b) Developing, justifying and implementing manpower requirements of an organization to include both civilian and military positions; and
c) Serves as interface between employees and applicable Civilian and Military Personnel activities such as Civilian Personnel Advisory Centers
(CPAC), United States Army Human Resources Command (HRC), etc. on all personnel related issues; and
d) Using diverse automated system(s) supporting military and civilian personnel programs such as DCPDS, IPPSS-A, CPOL, etc.

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250 .

  • This is a CP-51 Career Field position.
  • The initial length of this overseas tour is 1 Year Unaccompanied or 2 Years Accompanied, pending command approval and availability of housing. Dependents authorized are ADULT non-school age family members only IAW PDUSD (P&R) Memo of 17 Jul 08 and 07 Aug 08. Dependents below 18 years old are not authorized.

  • FULL-TIME U.S. CONUS HIRES ON A TRANSPORTATION AGREEMENT: Candidate hired from CONUS may be authorized the following foreign allowances (subject to change without notice): 25% Post Allowance; 30% Post Differential; 25% Sunday Premium Pay for actual work performed on a Sunday; and Voluntary or Involuntary Separate Maintenance Allowance, if eligible; and 15 days of Home Leave. Work week is Sunday through Thursday. NOTE: These allowances are governed under the DSSR and subject to change with little or no notice.
