Concurrent Technologies Corporation (CTC) is seeking a highly motivated Technical Program Liaison & Analyst to support a critical Department of Defense program. This full-time position requires a strong analytical background, attention to detail, and the ability to work in a dynamic, mission-focused environment. The ideal candidate will demonstrate expertise in technical analysis, policy support, and effective communication across various organizational levels. This role offers the opportunity to contribute to meaningful national defense initiatives through data-driven insights and programmatic coordination.

Key Responsibilities:
• Provide data analysis and tracking of operating metrics pertinent to the efficient operation of the DOD's Office of Drug Demand Reduction (ODDR)
• Conduct fiscal analysis and tracking of expenditures to ensure cost effective expenditure of funds across the spectrum of functions to include but not limited to specimen collection, testing, and contract management.
• Develop methods for the capture and retention of metrics pertinent to trends analysis of drug use by military personnel.
• Use metrics analysis for the development of policy decisions across the full spectrum of the Office of Drug Demand Reduction (ODDR).
• Provide assistance in responding to inquiries regarding the technical, operational and administrative aspects of the Office of Drug Demand Reduction (ODDR).
• Participate in the inspections of the military drug testing laboratories as a member of the inspection team.
• Serve as a technical advisor to the Executive Director, Office of Drug Demand Reduction (ODDR), and as required to the Executive Director, Force Resiliency.
• Participate in the issuance, review, and revisions to Department of Defense Instructions and Directives pertinent to the Office of Drug Demand Reduction (ODDR).
• Participate in various technical and programmatic meetings at various levels within the DoD and with other Federal Agencies.
• Prepare drafts and final versions of Information, Action, and Briefing Memorandum.
• Serve as liaison with various Contracting Offices within the DoD responsible for the solicitation of contract services utilized by the ODDR to include but not limited to the preparation of Performance Work Statements (PWS), Sources Sought Notifications, and contract specifications.
• Prepare briefing slides for meetings with Congressional staffer, DoD Comptroller, and Office of the Under Secretary of Defense for Personnel and Readiness (OUSD(P&R)) pertinent but not limited to budget, staffing, and administrative issues.
• Support preparation of the draft and final version of two major annual reports including data tables, graphs, etc., pertinent to the Status of Drug Abuse in the Department of Defense – Fiscal Year Drug Testing Statistical Report and Analysis, and the Fiscal Year Summary Report – Department of Defense Drug Positive Rates and Drug Testing Rates by Service Unit Identification Code (UIC).
• Maintain technical competency in the fields of forensic toxicology, analytical chemistry, pharmacology, pathology, instrumentation, and data analysis.
• Other related tasks as requested.  

Basic Qualifications:
• Master’s degree in the physical or biological sciences applicable to Forensic Toxicology
• Minimum of eight years’ experience in clinical or forensic laboratory management and operations
• Knowledgeable of the capabilities and limitations of analytical instrumentation used in Forensic Toxicology
• Knowledgeable of legal aspects of drug testing.
• Federal contracting management experience preferred.
• Experience with Office of Secretary of Defense (OSD) correspondence processes and procedures such as preparation of memoranda, staff action packages, information papers, etc.
• Proficient in the use of computer software to include but not limited to Microsoft Excel, Word, and PowerPoint
• Proficient in the English language in speech, writing, and personal interactions
• Skilled in inter-personnel communication, management, and conflict resolution

Preferred Qualifications:
• Federal contracting management experience
• Program management experience preferred
