Cape Fox subsidiary, Kwaan Tech, is seeking a highly qualified professional to join our team in support of a government customer, serving as the Consular Affairs (CA) Office of the Executive Director (EX) General Services Division (GSD) Acquisition Advisor. The ideal candidate will have extensive experience supporting complex professional services acquisitions, particularly pre-award activities, and will play a key role in helping ensure acquisition strategies align with agency goals and regulatory requirements. This position is contingent upon the award.

The salary range (or hiring range) for this exempt position is $183,700 - $191,100.

The above salary range represents the company's good faith and reasonable estimate of the range of possible compensation at the time of posting. In addition, we offer a variety of benefits, including company holidays, paid time off, health insurance, dental insurance, vision insurance, life and disability insurance, tuition reimbursement, as well as a 401K with company match. Core Duties:
  • Provide acquisition-related support services, including advisory input on solicitations, strategic planning assistance, and administrative coordination
  • Assist government personnel in resolving vendor-related issues and identifying sourcing best practices
  • Facilitate and participate in meetings, support documentation, and communication efforts as directed by the Government
  • Assist in drafting, reviewing, and maintaining acquisition planning documentation under Government direction
  • Support communication efforts on behalf of the Contracting Officer (CO) and Contracting Officer's Representative (COR) with vendors and external stakeholders-without representing the Government or making binding commitments
  • Contribute Subject Matter Expertise (SME) in managing professional services acquisitions exceeding $50 million under the oversight of designated Government officials
  • Provide analysis and recommendations that align spending plan and strategic goals; all final decisions rest with the Government officials
  • Collaborate with Government teams to develop acquisition strategies and performance metrics that support agency-wide objectives
  • Assist requirement owners in documenting and refining their requirements to ensure alignment with Procurement Acquisition Lead Time (PALT) targets
  • Provide recommendations to the Government on acquisition strategy, contract type, and contract vehicle selection
  • Review acquisition documentation and offer constructive input to shape acquisition strategies, understanding that Government staff retain all approval authority
  • Support the management and delivery of customer-focused acquisition solutions as defined and directed by the Government
  • Draft pre-award acquisition documentation, including but not limited to
    • Market Research reports (Federal Acquisition Regulation [FAR] Part 10)
    • Work Statements (Statement of Work [SOW] Statement of Objectives [SOO] Performance Work Statement [PWS])
    • Independent Government Cost Estimates (IGCE)
    • Acquisition Plans (AP)
    • Justification and Approvals (J&A)
    • Request for Proposal/Request for Quotation (RFP/RFQ) Sections L and M
    • Source Selection Plans (SSP)
    • Support the Technical Evaluation Panel (TEP) process if convened by the Government in an advisory capacity only, the contractor holds no voting or selection authority

Job Requirements

  • Minimum of 5 years' experience as a Subject Matter Expert IV or equivalent role
  • Bachelor's degree (BA/BS) in a relevant technical or business discipline
  • U.S. citizenship with a valid passport
  • Must have the ability to obtain/maintain a minimum SECRET clearance
  • Strong understanding of the Federal Acquisition Regulation (FAR) and federal acquisition lifecycle
  • Experience with pre-award and post-award acquisition support
  • Ability to provide strategic acquisition guidance and documentation support
  • Capable of analyzing requirements and preparing acquisition-related deliverables
  • Skilled in compiling data, preparing reports, and organizing acquisition records
  • Strong oral and written communication skills
  • Proficiency in Microsoft Office applications, including Word and Excel
  • Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986
