CHEMIST

Duties

• You will use knowledge of testing methodology of Clean Water Act, Safe Drinking Water Act, and Resource Conservation Recovery Act, to perform reviews of testing conducted by naval commands for compliance with environmental regulations.
• You will review quality control and analytical test data submitted by laboratories to determine data validity and evaluate facility compliance with regulatory requirements.
• You will prepare summary charts and make presentations of inspections/other program functions to key NAVSEA, Navy, and Department of Defense (DOD) managers.
• You will evaluate laboratory proficiency testing results to ensure data reported is within the quality control parameters of the proficiency program.
• You will review laboratory corrective actions for proficiency program outliers.
• You will provide expertise in evaluation of laboratory test data and methodology for testing performed in support of Navy remediation efforts.

• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience applying theories, principles, practices, and techniques of the type, of chemistry applicable to testing materials for regulatory compliance.
• Experience interpretating and applying laboratory accreditation and standard Quality Assurance/Quality Control procedures and requirements, specifically
• International Standards (ISO) 17025, ISO 9000 and ISO Guide 25.
• Experience reviewing quality control and analytical test data submitted by laboratories to determine data validity and evaluate facility compliance with regulatory requirements.
• Experience applying federal laws and regulations, agency programs, and industrial practices to permit evaluation of methods sufficient to fulfill program objectives.
• Experience using laboratory instrumentation.
• Experience adapting existing approaches, precedents, and procedures to develop and plan projects to solve obscure problems in analytical chemistry.

Applicants must possess:

Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

OR

Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
