The Chief, Program Protection Division, is responsible for the development of policies, plans, and concepts for multidiscipline security (Physical Security, Personnel Security, Industrial Security, Information Security, etc.), Operations Security, Security Education Training and Awareness (SETA), Threat Indications and Warning (l&W), support to special programs and sensitive activities, and sensitive planning and support. As the senior security and intelligence policy advisor to the Director and expert on interagency coordination processes and procedures, the incumbent will oversee, guide, and direct major policy development and coordination projects. Leads three teams supporting NS/EP programs with responsibility to develop policies, establish guidance, and implement programs in support of operations for the organization's security programs, specialized sensitive support, and intelligence requirements, enabling protection of classified facilities and information at various locations. Advises senior executives and staff on new developments and advances in techniques in the specialty area of operational security and intelligence; plans, organizes and directs studies to develop long range (e.g. 5-10 year) plans and forecasts; recommends methods for enhancing efficiency of security systems and protective measures through modifications and applications of evolving technology; evaluates and makes recommendations concerning overall plans and proposals for major agency and interagency security and program protection projects; and implements DoD and national level guidance in agency standards, guidelines, or policies for major security programs and protection activities. Oversees the overall security program and coordinates with senior officials in developing security measures for the classification, safeguarding, transmission, declassification, and destruction of classified information.

Qualifications

The successful candidate should have significant experience overseeing and evaluating the following functional areas and programs: multidiscipline security (Physical Security, Personnel Security, Industrial Security, Information Security, etc.), Operations Security, SETA, Threat I&W, support to special programs and sensitive activities, and sensitive planning and support. The incumbent should have a demonstrated history of resilience, flexibility, performing well under pressure, be capable of multi-tasking, and comfortable dealing with executive leaders across the government, academia and corporate sector. The ability to portray a positive, proactive, diplomatic and professional demeanor with interagency partners and stakeholders is critical.

Pay, Benefits, & Work Schedule Pay: Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position.

Salary Range: DISL Tier 1 - $195,200 - $207,500 Salary range varies by location, work level, and relevant experience to the position.

The incumbent of this position is designated as an Emergency Employee (EE), Non-Combat Essential (NCE) for purposes of weather-related events and/or in support of emergency operations, humanitarian missions, disaster relief, or other expeditionary missions in the continental United States that are not considered "combat" locations. This position may require sudden operational and/or training deployments, with little or no advance warning provided. Employee may be subject to 24-hour on-call duty. In an emergency, this service may require irregular working hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Employee must be able to relocate to emergency sites with little advance notice and function under increased mental and physical stress. Employee must physically be able to move and assemble equipment weighing at least 50 pounds.

The incumbent is subject to random drug testing and subject to random polygraph testing.

This position requires a TOP SECRET clearance and T5, T5R or equivalent personnel security investigation.
