The Motor Pool Coordinator/Driver oversees all personnel and assets in the Motorpool. The Coordinator plans, directs, and monitors the use and maintenance of motor vehicles and the training and assignment of drivers (assigned and incidental) to provide efficient and safe transportation to post personnel and official visitors.

The position is in the General Services Section and under the supervision of the GSO/AGSO or Designee. The incumbent directly supervises two automotive mechanics/drivers and provides guidance and direction to all embassy incidental drivers.

Language: Russian language proficiency required.

Duties/Responsibilities

Fleet Management
  • Manages post's Motorpool fleet, consisting of armored and unarmored vehicles from all USG agencies at post.
  • Reviews available online operational data such as the Analytics Fleet Digest in order to compile post reporting such as the vehicle allocation methodology (VAM), vehicle-level data, or target fleet size.
  • Supervises insert value Dispatchers, insert value Auto Mechanics, and insert value Chauffeurs. (minimum 5 FTE)
  • Oversees the management of official and mission-sponsored trips, ensuring Motor Pool has enough resources to cover all the needs, and Chauffeurs have proper travel orders in place as required.
  • Coordinates the shipping and delivery of new vehicles.
  • Prepares vehicles for disposal in accordance with the vehicle replacement program requirements.

Procurement of Contract Services
  • Initiates the procurement of all necessary contracting services such as maintenance and repair services, vehicle rentals, etc.
  • Develop the scope of work for all contract services.
  • Negotiates best prices and monitors the performance of the service contractors.
  • Serves as the Contractor Officer Representative (COR), including monitoring blanket purchase agreements, for automotive related contracts such as taxi, fuel, or vehicle maintenance services.

Training
  • Provides safe driver training using the Smith System to Motor Pool Chauffeurs as well as incidental drivers.
  • Maintains training records and ensures that each operator's training status complies with the Department of State regulations.

Reporting
  • Prepares annual inventory reports and motor vehicle surveys, and other periodic reports.
  • Tracks all trip tickets, fuel usage, maintenance tickets in the Fleet Management Information System (FMIS).

Motor Vehicle Operation:
  • Safely operates armored/non-armored vehicles as required for official business, including to transport COM, DCM, and other personnel within the city and the surrounding areas.
  • Acts as alert observer and prevents unauthorized access to the vehicle and the surrounding area while on official business.
  • Analyses the daily driving schedule, ensuring familiarity with primary and alternate routes to the destination(s).
  • Cleans, polishes and checks vehicle before and after operation to ensure that it is in serviceable condition.
  • Drives in motorcades for visiting dignitaries such as the U.S. President, Secretary of State, members of Congress, flag military officers etc. as assigned.
  • Handles cash up to $1,000 for fuel and incidentals.

Record Keeping & Reporting:
  • Conducts vehicle inspection and reports vehicle deficiencies to the Motorpool Coordinator.
  • Completes daily trip ticket after vehicle inspection. Prepares accident and vehicle reports, trip logs and travel documents.

Courier Operations:
  • Serves as a special messenger in delivering documents or invitations or in completing other various tasks for the Mission.

Required Qualifications:
  • Must be 21 years of age or older, have completed secondary school or obtained a GED and possess a valid driver's license.
  • A Top-Secret clearance and a 3/3 level in Russian are required.
