Position Summary

Odyssey Systems is recruiting to fill a Senior FMS Engineer Management Support position supporting the WIN Sensors Division, at Wright Patterson AFB, OH. WIN is part of the ISR/SOF Directorate (AFLCMC/WI), who is responsible for equipping our warfighters to win the fight. The Directorate executes a large acquisition portfolio developing, producing, testing, modifying, fielding, and supporting Air Force ISR and SOF platforms, and related sub-systems. WIN is a highly capable and innovative division breaking ground on cutting edge, platform-agnostic (open architecture) sensors technology, digital acquisition including Model-Based Systems Engineering (MBSE), and tailored acquisition strategies leveraging agile contracting. Responsibilities

Duties include, but not limited to:
  • Identify and mitigate technical risks and issues, ensuring the successful delivery of projects and initiatives.
  • Participate, brief during, and attest to feasibility of certification of designs presented at system engineering, program management, and technical reviews.
  • Communicate technical information effectively to both technical and non-technical audiences.
  • Provided recommendations and verbiage for stakeholder communication, e.g., SAF/IA, DSCA, Partner Nation, PMO (via PCOLs).
  • Authors SOO, SOW, PWS, airworthiness language for contracts.
  • Provide technical airworthiness evaluation for proposals.
  • Oversee the design, development, and implementation for new or modifications to CDA platforms to meet specific military requirements.
  • Prepare essential USG technical documents, e.g., certification plans, certification bases, methods of compliance, substantiating data, system safety risk assessments, and compliance reports.
  • Manage the process for the contractor to obtain STCs for modifications to existing aircraft.
  • Oversee the preparation and submission of all required compliance documentation and substantiating artifacts.
  • Ensure the DAF issues AW approvals for all modifications before their implementation.
  • Participate in ground and flight testing activities to verify compliance with airworthiness or SE requirements.
  • Ensure military operating environment and usage are considered.
  • Ensure aircraft and modifications are interoperable with other military systems and equipment.
  • Review engineering change proposals, ensuring they are technically sound, cost-effective, and compliant with DAF airworthiness regulations.
  • Ensure accurate configuration control of the aircraft and its systems, tracking all modifications and changes.
  • Manage airworthiness artifacts and data requirements to support airworthiness test cycles and technical planning for SE activities.
  • Assess ADs and SBs issued by regulatory authorities and manufacturers for impact on the aircraft and develop plans for compliance.
  • Works with Logistics and IPT to ensure adequate life cycle support planning
  • Identify potential failure modes and develop strategies to improve aircraft reliability and availability
  • Develop and deliver airworthiness training for engineering and other stakeholders.
  • Provides technical guidance and direction to other engineers, technicians, and maintenance personnel.
  • Identify opportunities for improving airworthiness processes and procedures.
  • Lead multiple US Government certification and airworthiness activities.
  • Serve as the primary technical authority and subject matter expert (SME) for all engineering aspects of assigned CDA platforms.
  • Ensure adherence to applicable engineering standards, regulations, and DoD Instructions, Department of Air Force (DAF) Policy Directives, DAF Instructions, and associated DAF Airworthiness Bulletins and Airworthiness Circulars to ensure adherence to FAA airworthiness regulations, e.g., 14 CFR FAA Part 23 and Part 25.
  • Serve as a liaison between the contractor, regulatory agencies, and PMO, addressing and resolving airworthiness concerns and issues. 3.3.45.2.1.5 Lead troubleshooting efforts for complex technical issues and develop innovative solutions.

Minimum Required Qualifications

Clearance: Secret

Education & Years of Experience:
  • Master's or Doctorate Degree in a related field and ten years of experience in the respective technical / professional discipline being performed, five years of which must be in the DoD
  • OR Bachelor's Degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD


Preferred Required Qualifications
Certifications:
  • FAA Certification

Skills:
  • Minimum of 10 years experience with Title 14 CFR regulations
  • Minimum 5 years experience working for or with an FAA Certification Organization or Organization Designation Authorization.
  • Minimum of 3 years experience with Quality Assurance processes, FAA Part 145 processes, or equivalent repair station processes.
  • Minimum of 1 year experience with the USG aircraft and project certification process, including familiarity with the MIL-HDBK-516.
