Duties
The primary purpose of this position is: To serve as Chief, Education and Training Section, and in this capacity provides technical guidance and assistance to managers and supervisors within the organization on all aspects of education and training programs. This is an Air Reserve Technician (ART) position.
DUTIES:
Duty 1 - Plans, directs, controls, and oversees all elements of the Education, Training and Distance Learning Programs. Serves as the Office of Primary Responsibility (OPR) for On-the-Job Training (OJT) by implementing and managing OJT policy and procedures. Ensures accuracy of Personnel Data System and performs functional review of data reliability. Responsible for input of data pertaining to education and training programs.
Duty 2 - Plans and directs activities in accomplishment of education services program. Program includes Montgomery GI Bill (MGIB), Community College of the Air Force (CCAF), and the Defense Activity for Non-Traditional Education Support (DANTES). Organizes education programs to achieve educational goals and mission requirements.
Duty 3 - Provides Education and Training advisory services to commanders and staff on all education and training programs. Advises commanders, unit personnel, and training activities on ways to improve their OJT program. Recommends cost-effective ways to meet specialty qualifications, skill level upgrade requirements, and PME applications. Explains goals and objectives, provides instructional methods, and determines training requirements. Analyzes training data for trends, advises the installation commander, and coordinates corrective action.
Duty 4 - Periodically inspects activities pertaining to Education and Training for compliance with policies and instructions. Reviews programs to evaluate adherence to management procedures. Discusses findings and initiates action to correct deficiencies and maintains follow-up to ensure corrective action. Resolves technical problems.
Duty 5 - Conducts staff visits and trains personnel. Conducts staff visits and trains personnel (ARTs, Active Guard Reserve (AGRs), traditional reservists, civilian employees, supervisors, managers, etc.) within unit for all education and training programs for which they are responsible.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for series 1702.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes planning, directing, controlling, and overseeing all elements of the Education, Training and Distance Learning Programs. Coordinating On-the Job (OJT) policy and program changes with installation commanders, supported units, and Command training managers. NOTE: Must be reflected in your resume.

EDUCATION: Three full years of progressively higher-level graduate education leading to such a degree or LL.M., if related or Ph.D. or equivalent doctoral degree, or LL.M., in a related field. NOTE: You must submit copies of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copies of your transcripts.
FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:In-depth knowledge of military education and training programs in order to conduct studies, analyze findings, interpret data, and make recommendations. Ability to communicate effectively with diverse groups of individuals, both orally and in writing, using tact and courtesy. Ability to interpret various personnel data system (PDS) information relating to educational data. Knowledge of analytical and investigative techniques to measure the effectiveness, efficiency, and productivity of training and education functions. Knowledge of personnel management principles, practices, and procedures. Skill and ability to prepare project and staff reports and to deliver briefings to civilian and military officials. Ability to plan, organize, and assign work.

This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA).
