The selectee for this position will be expected to perform the following duties:
  • Prepare approved budgets for assigned programs to include the timing, scheduling, and effectiveness of fund requests.
  • Provide analytical and executive administration support to the Director's Reduce Unit Cost Activities. Conduct the Director's periodic Business Area Reviews.
  • Ensure that the results of the Business Area Reviews are properly programmed and are reflected in the Agency's budget formulation and execution.
  • Serve as Program Manager for formulating, developing, justifying, presenting, and implementing policies and procedures for the Agency's fulfillment of Defense Regional Inter-Service Support (DRIS) Program requirements and performing in other management areas by self-initiation and completion of any actions necessary for an effective and economical operational DRIS program.
  • Provide financial management advisory service relating to management plans, policies, and decisions.

  • The selectee must either possess or achieve the DFMCP3 within two years of entrance into this position in accordance with the NDAA FY 2012, Public Law 112-81.
Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for the 0501 series and additional requirements by the announcement closing date. Your resume must clearly show that you have one (1) year of specialized experience equivalent to at least GS-12. Experience can be under other Federal service pay systems, private sector, or military.

Specialized experience is defined as:
  • Conducts organization studies, determining manpower needs, and recommending structure, mission transfer, and preparing justification for changes to senior officials.
  • Integrates operating requirements into the annual fiscal programs, e.g., Program Objective Memorandum (POM).
  • Prepares and submits a wide variety of financial reports, statements, and recommendations to various managerial levels.
  • Determines manpower and mission requirements for organization structure and ensures budget allocations based on planning, programming, budget, and execution (PPBE) system for manpower requirements.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Additional Requirements that must be met by the closing date:
  • Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.   • Time after competitive appointment . Current federal civilian employees must have completed at least 90 days of federal civilian service since being selected for a nontemporary appointment from a competitive examination register of eligibles (an announcement opened to the public) or under a direct hire authority.
