The Red Gate Group is seeking a Financial Manager to support the National Geospatial-Intelligence Agency’s (NGA) Office of the Chief Information Officer – Technology (CIO-T) and its IT portfolio. This role delivers critical financial management support across the full Planning, Programming, Budgeting, and Execution (PPBE) lifecycle and plays a key role in guiding investment decisions that directly impact NGA’s mission and technology strategy.
In partnership with senior government leadership, the Financial Manager will provide expert-level financial and data analysis, support IT governance deliberations, develop and validate budget submissions, and help drive strategic resource alignment. The ideal candidate brings proven experience supporting large-scale IT portfolios within the DoD or Intelligence Community and excels in using data to inform decision-making.
Key Responsibilities:
Provide comprehensive financial analysis and decision support to CIO-T and IT portfolio leadership.
Support all phases of the PPBE process, including program build development, execution monitoring, and budget justification.
Conduct cost-benefit analysis and financial modeling to support investment/divestment decisions.
Research and resolve funding gaps and anomalies in financial data or narratives.
Coordinate and develop budget documentation, including IPBS, CBJB, and rollout submissions.
Analyze and reconcile oversight adjustments (e.g., OMB passbacks, congressional earmarks).
Collaborate across organizational boundaries to gather financial inputs and reporting data.
Track IT governance board actions and decisions; draft MFRs and board minutes.
Support audit readiness and financial compliance efforts as needed.
Prepare senior-level reports and briefing materials for leadership engagement.
Leverage NGA tools, systems, and data for effective financial tracking and reporting.
Qualifications
Bachelor's degree from an accredited institution in Accounting, Finance, Business Administration, Engineering, Mathematics, Operations Research, Computer Science, or related field (or a combination of education and experience with equivalent coursework and relevant experience).
Proficiency with relational financial databases and advanced Microsoft Excel functions.
Recent (within 3 years) experience conducting complex financial analysis, including cost-benefit evaluation, business case development, and identifying funding alternatives.
Experience supporting IT portfolio management, investment analysis, and governance reporting.
Experience with PPBE cycles and key documents such as the Program Objective Memorandum (POM), Public Sector Budget (PSB), and Congressional Budget Justification book (CBJB).
Recent experience (last 2 years) in Federal planning, programming and budgeting, financial data analysis
Excellent communication skills, with the ability to produce clear written reports and present briefings to senior stakeholders.
Active TS/SCI

Graduate degree in a management or technical discipline.
Understanding of NGA’s vision, mission, and organizational structure.
Recent experience (within 3 years) working at NGA within a Key Component (KC) in one or more IT, IT support, and/or financial management functions.
Familiarity with NGA’s IT programs and the National System for Geospatial Intelligence (NSG).
Experience managing or contributing to multiple concurrent financial initiatives across government agencies.
