The Celestar Corporation has been issued anIMMEDIATETask Order to provide support to the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL). SECURITY CLEARANCE: A Secret security clearance is required for this position; however, theOffice Administrator can begin work with an interim Secret clearance.

PERIOD OF PERFORMANCE: One (1) Year from the Date of Award with the potential for four (4) follow-on Option Years.

BACKGROUND

The U.S. Department of State is the lead institution for the conduct of American diplomacy, and the Secretary of State is the President's principal foreign policy advisor. The Department of State's mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.

The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safeat home by countering international crime, illegal drugs, and instability abroad. INL helpscountries deliver justice and fairness by strengthening their police, courts, and correctionssystems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.

In December 2021, Secretary of State Blinken established the position of Coordinator on Global Anti-Corruption (CGAC) to integrate and elevate anti-corruption efforts at the Department of State. The Coordinator will be based in the INL Front Office (INL/FO) and represent anti-corruption equities across the Department. The Coordinator's team will play a key role in guiding the Department's implementation of the first-ever U.S. Strategy on Countering Corruption; engaging on anti-corruption priorities with foreign governments, civil society, academia, the private sector, Congress, and the American public; and coordinating anti-corruption lines of effort both within the Department and externally with the interagency and other stakeholders. The requirements of these responsibilities have increased dramatically due to the Biden-Harris Administration's elevation of corruption as a key national security requirement under National Security Study Memorandum-1 (NSSM-1).

LEVEL OF EFFORT

The hours for the position will be the core hours of the Department of State: Monday through Friday, 40 hours per week, with 8 hours per day.

LOCATION

The physical work location is the INL Front Office: Main State Building, 2201 C Street NW, Washington, D.C 20520

GOVERNMENT FURNISHED EQUIPMENT

DoS will provide office space, a computer, phone, and other necessary equipment and supplies required to complete all job requirements. DoS will own and maintain all furnished property.

TRAVEL
Local, in-town travel for this position is authorized by the award and shall not exceed the designated ceiling.

TRAINING
This BPA Call provides for mandatory training for DOS-specific equipment, systems, and processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly and by Department policy.

These trainings do not require INL Contracting Officer approval. Travel-related training (i.e., FACT (CT650), HTSOS-C, etc.), may be required. The PM shall coordinate with INL/RM/GAPP to determine if applicable and if INL Contracting Officer approval is required in advance. All other training requires INL Contracting Officer approval.

DUTIES AND RESPONSIBILITIES
  • Schedule meetings, appointments, and conferences according to the superior's instructions. Remind superiors and others of scheduled events to ensure prompt and timely attendance. Reschedule appointments when it is clear that superiors will not be able to make all commitments. Contact other personnel to attend meetings instead of the supervisor, when necessary.
  • Courteously receive visitors and phone calls. Accurately determine the nature of the request and refer callers to appropriate staff. Personally answer routine and non-technical requests for information and provide correct information when routine procedural matters are involved.
  • Follow up on email inquiries and telephone conversations, and take appropriate steps to ensure that necessary action is initiated and subsequently ensure that such action is completed as quickly as possible. Follow up and assure proper execution of all commitments made and obligations incurred in telephone conversations, and personally make necessary contacts with the officials and individuals concerned.
  • Make travel arrangements based on general travel intentions, known preferences of the traveler, and by appropriate federal travel regulations. Schedule transportation and hotel/Government quarters reservations promptly. Notify organizations and officials to be visited, keep in touch with the staff en route, and write thank-you letters (as appropriate) after the staff member's return. Effectively deal with security issues. Accurately prepare travel orders and travel vouchers.
  • Ensure that requests for action or information are made known to the responsible office staff personnel who can satisfy the request. Decide whether important or emergency matters should be brought to the Supervisor's attention when absent, but accessible.
  • Prepare correspondence, forms, reports, cables, or other documents, utilizing desktop computer word processing systems or typewriter; ensure correct punctuation, capitalization, spelling, grammar, and conformance to style.
  • Prepare, maintain, and consolidate time and attendance data. Ensure time and attendance data are prepared by established procedures and transmit data to payroll promptly.
  • Receive and review incoming mail, screening those items that can be handled personally and determining which items should be brought to the supervisor's attention, forwarding the remainder to the staff for action. Review outgoing mail for attachments, dates, and signatures. Maintain suspense records on all correspondence and action documents, and follow up to ensure a timely reply or action. Ensure that all outgoing correspondence is in the proper format and in conformance with office policy and in correct grammatical composition.
  • Schedule large meetings and conferences. Select time and location, notify participants, ensure that all required materials and services are provided promptly, attend the meetings and take notes, and prepare reports of the proceedings.
  • Establish and maintain office records of various types that may be needed, or will assist in the efficient operation of the office. Ensure files have all pertinent documents and signatures. Maintain and accurately update the file system to enable quick and efficient retrieval of information. Accurately purge files or perform other file disposition actions by established procedures. Effectively supervise or perform annual file inventory. Where appropriate, responsible for the accurate receipt, control, logging, safekeeping, and necessary action on all classified material received.
  • Identify, recommend, and implement process improvements to enhance the efficiency of office operations.
  • Review, revise, and develop office-wide Standard Operating Procedures on a variety of administrative-related functions in coordination with office staff and superiors.
  • Enhance the ability of the office to support overall mission requirements through performance of one or more of the following: Use database or spreadsheet software to accurately enter, revise, sort, calculate, and retrieve data for standard reports; use graphics software to provide graphic symbols, charts, and graphs for viewgraphs or paper presentations; or accurately and promptly transmit and receive documents and messages electronically using a PC or a workstation.
  • Requisition office supplies, printing support, and related materials. Prepare and submit requisitions and track requisitions for timely completion.
  • Support office leadership on a variety of special projects, as requested.

MINIMUM QUALIFICATIONS
  • U.S. Citizen
  • A Bachelor's Degree from an accredited institution
  • Two (2) to Eight (8) years' experience in the relevant field
  • Knowledge of, and demonstrated experience using, the Microsoft Office Suite
  • Knowledge of, and skill in correct usage of, English grammar, spelling, punctuation, capitalization, and style
  • Demonstrated experience in the use of the telephone and voicemail.

PREFERRED QUALIFICATION
  • Candidate must possess a current security clearance or have had one in the last 12 months from the date of solicitation.
  • Demonstrated ability to establish and maintain effective relationships.
  • Demonstrated ability to provide excellent customer service.
  • Demonstrated skill and ability in managing multiple concurrent activities of varying complexity, including changing priorities and short turnaround times.
  • Prior demonstrated administration experience.
