The Acquisition Specialist supports The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) and directly supports Office of Field Operations (OFO) Acquisition, Mission Support Directorate. This position assists in the procurement of Non-Intrusive Inspection (NII) technologies to conduct inspections of cargo and conveyances for contraband as part of its mission to stop illicit imports to facilitate lawful travel and trade. This position works closely with CBP stakeholders to define and execute acquisition objectives and strategies with NII technologies.

Must be a U.S. Citizen.

Must undergo background investigation (BI)

Responsibilities:
  • Performs planning, strategizing, organizing, and market research Request for Information (RFI) in support of procurement of goods or services including creation of acquisition packages.
  • Prepares, reviews, and assesses acquisition documents including SOWs (Statement of Work) specifications, Contract Data Requirements List (CDRLs), Independent Government Cost Estimate (IGCE), Data Item Description (DID), Functional Requirements Document (FRD), Request for Proposal (RFP), Request for Quote (RFQ) and deliverable schedules.
  • Performs emerging technology assessments by observing vendor equipment demonstrations, researching products, and providing technical reports to leadership to identify requirements for emerging technology and support long-term procurement planning.
  • Assists team with executing inventory management process including recording and tracking inventory.
  • Assists with administrative duties including developing required documentation for SAP (Systems Applications and Products-CBP's Financial Management System), Procurement Requests (PRs), Delivery Orders, Contracts, and modifications for Non-Intrusive Inspection (NII) Program Management Office (PMO) Branch Chief/Director/Program Manager and Contracting Officer Representatives.
  • Assists with researching financial payments to confirm payments, confirms deliverables as received and accepted and drafts required documentation for completed contracts and delivery orders.
  • Assists in the conduct of strategic, long-range planning for improving effectiveness and efficiency of NII products and processes.
  • Assists with producing the appropriate project management and process documentation to facilitate CBP-NII initiatives to ensure adequate documentation in support of programs.


Qualifications:
  • A Bachelor's degree in a relevant field of study from a fully accredited institution. (Advanced degree preferred but not required) must have a minimum of two (2) years of directly related experience.
  • Mastery in use of personal computers with extensive experience using Microsoft Office Suite and web-based applications including Microsoft Teams.
  • An understanding of DHS/CBP processes and organizational structure is highly desirable
