RiVidium Inc, (dba TripleCyber), is seeking a Program Analyst to support OUSD(I&S) initiatives by leveraging the knowledge of the Joint Capabilities Integration and Development System (JCIDS), the Defense Acquisition System (DAS), and the Planning, Programming, Budgeting, and Execution (PPBE) process. Responsibilities for this position shall include, but are not limited to:
- Support execution of OUSD(I&S) responsibilities by providing analysis and integration services throughout the annual Program and Budget Review (PBR) process. Support Technical assessment of Budget and Program Element (PE) Level and Program Objective Memoranda (POM) development, including access and review of SNAP- IT, ADVANA, and Budget Justification Books/Memos, Capability Programming Guidance (CPG).
- Analyze Combatant Command (COCOM) Integrated Priority Lists (IPLs) and Joint Staff Capability Gap Assessments to identify requirements impacting intelligence capabilities and investments and provide recommendations to the appropriate Focus Team.
- Support Focus Team integration activities during issue paper development, management review, integration, and final submission to Director, Cost Assessment and Program Evaluation (CAPE).
- Develop Impact Statements based on adjustments to near- and long-term budget planning.
- Work directly with resource sponsors and budget-submitting offices to prepare and review future year financial program plans.
- Develop background information to justify financial program requirement to be able to defend budget submissions.
- Analyze current execution and future budget planning to perform financial analysis and risk analysis, identifying and evaluating financial risks, and recommend management techniques to mitigate risk exposure.
- Work with customers to coordinate, advise, and draft budget formulation documentation and recommendations in support of the OUSD(I&S), OSD, and Congressional program and budget processes.
- Prepare and draft budget exhibits annually.
- Bachelor's degree in finance, accounting, business or economics. Master's degree is preferred.
- Active TS/SCI Clearance
- 5 years' experience working within the DoD in areas of programing, financial management and budget planning and execution
- 3 years program acquisition and program management experience
- Experienced in budget planning, processing, tracking, budget exhibit management, execution in an acquisition environment, execution of current budget trends, and life cycle sustainment/management.
- 3 years experience in Planning, Programing, Budget, and Execution (PPBE) process to include experience with both the National Intelligence Program (NIP) and Military Intelligence Program (MIP), DoD component Program Objective Memoranda (POM) submissions, Issue Team process, Congressional Budget Justification (CBJ) reviews, reclamas, appeals, and budget execution reviews
- Knowledge of DoD intelligence enterprise and intelligence capabilities is preferred
- Understanding of national security policy, defense strategy, and the DoD's role in national defense is crucial. This includes familiarity with the National Defense Strategy, National Military Strategy, and other key documents is preferred
