Duties

As a SUPERVISORY IT CYBERSECURITY SPECIALIST, GS-2210-13 you will serve as the principal advisor to the Wing Commander and Director of Advanced Programs on the latest industry and technological projections as they pertain to SAP Cyber Security/Information Security for the network enclave infrastructure. Develops policies for organization deployed throughout the Wing. Must anticipate the effects of new emerging technology and develop policies to control it to prevent security violations. Duties include oversight and accreditation of all systems IAW with all NGB, Air Force, and DOD security directives, policies and procedures. Ensures that all elements are in compliance with guidance concerning accreditation of automated information systems, risk management, control of computer viruses, and other similar issues. Ensures that security incidents are investigated and reported IAW with all command, Air Force, NGB and DOD security directives, policies and procedures. This includes auditing of IT systems, technical reviews, and ensuring proper IT Sanitization procedures are complied with IAW DOD security directives. Other duties as assigned.

Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5 day workweek, then a 4 day workweek ( 8 nine-hour days and 1 eight-hour day and an SDO, Scheduled Day Off) to complete the 80 hour pay period. Work schedule is subject to change based on mission requirements.
Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK"

Qualifications

GENERAL EXPERIENCE : The following qualification factors are applicable to the Cyberspace positions. Must possess the following below competencies:
Skilled in collecting and analyzing data effectively, efficiently, and accurately;
Ability to plan, direct, and coordinate difficult and complex programs;
Ability to develop, apply, and adjust cyber program plans to attain agency objectives;
Ability to select, develop, and supervise a subordinate staff;
Ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness;
Ability to make oral and written presentations in a clear and concise manner;
Ability to apply a high level of sound and independent judgment in the solution of cyber program problems and cyber mission requirements; A broad knowledge of and ability to utilize principles, methods, techniques, and systems;
Ability to write proper English in reports and presentation formats; Ability to communicate clearly and effectively;
Skilled in training, mentoring, and problem solving; and,
Skilled in applying procedures and directives by reading and interpreting program material.

SPECIALIZED EXPERIENCE : Must have at least 24 months of managing or directing Cyberspace Operations mission commitments, programs, and projects that impacted personnel, equipment, software and services, performing unit leadership duties in regard to planning, scheduling, controlling, and directing all unit functions, performing analytical and evaluative duties related to the business of Cyberspace Operations and experience with contact and coordination with the National Guard Bureau (NGB), Air Force Space Command (AFSPC), 24th and 25th Air Forces, active duty operational units, parent Cyberspace Operations Group (COG), and/or associated joint units.

SUPERVISORY: Must have at least 12 months of Cyberspace program supervisory experiences and are you competent in performing the full-range of supervisory duties in regard to subordinates and managing personnel responsibilities, skilled in advising, coaching, mentoring, and counseling employees to ensure understanding of the Air National Guard personnel programs, policies, to include senior management procedures and directives, and experienced in conducting interviews and selecting candidates for initial hires, reassignments, promotions, or formal details and Is able to perform, manage, supervise, lead, mentor, and/or train the following Information Technology Management and Cyberspace Program requirements: Communications Security Management, Compliance, Computer Network Defense; Configuration Management; Encryption; Enterprise Architecture; Identify Management; Information Assurance; Information Resources Strategy; Information Systems Security Certification; Information Systems and Network Security; Project Management; Risk Management; Systems Life Cycle; Technology Awareness; Vulnerabilities Assessment; and Web Technology. Must have verifiable knowledge of the identified cyber work roles (722).

ADDITIONAL CONDITIONS OF EMPLOYMENT:

"Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position."


Incumbent must complete appropriate training and obtain required certifications IAW DoDI 8140, DOD 8570.01M or applicable governing document(s) for Cyber workforce as an IA Manager Level II. All certifications are required within 6 months of employment.

Position is designated as OM-ADM-001 within the Defense Cybersecurity Workforce as guided by NIST SP 800-181; National Initiative for Cybersecurity Education, Cybersecurity Workforce Framework. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Note: The caveat is that the States, Territories, and the District of Columbia cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services.

Physical Effort: The work is primarily sedentary, although some slight physical effort may be required.

Working Conditions/Environment: Work is typically performed in an adequately lighted and climate controlled office.
