Arlluk Technology Solutions is seeking an experienced Project Manager to lead and oversee the Development, Modernization, and Enhancement support on the Portal and Loan Underwriting System, a custom application for the Office of Multifamily Housing (MFH) and Office of Healthcare Programs (OHP), with the ultimately goal of enhancing the public facing features of the application. The ideal candidate will have a strong background in Agile IT Development Scrum Teams, exceptional leadership abilities, and proven experience managing cross-functional teams. This role requires someone who excels in stakeholder management, demonstrates analytical thinking, and can successfully drive projects from inception to completion while building strong client relationships and maintaining budget integrity. The Project Manager will play a crucial role in ensuring our government clients receive high-quality deliverables that meet all contractual requirements and timelines.

Essential Functions, Responsibilities & Duties may include but are not limited to: The Project Manager will be responsible for planning, executing, and finalizing projects according to strict deadlines and within budget. Principal responsibilities include:
- Collaborate with the Scrum Master on project planning, implementation, monitoring, control, and closing phases within the Hybrid Program Management and Agile Scrum Framework at a tailored cadence mode
- Develop and maintain detailed project plans, schedules, and budgets to ensure on-time, on-budget delivery
- Coordinate and collaborate with multiple external partners, stakeholders, and cross-functional teams to achieve project objectives
- Establish and implement project governance structures, communication protocols, and reporting mechanisms
- Identify, assess, and mitigate project risks and issues
- Manage resource allocation and utilization to optimize project performance
- Lead and mentor project team members, providing guidance, feedback, and performance evaluations
- Prepare and present comprehensive project status reports to senior management and stakeholders
- Apply both traditional project management and Agile methodologies as appropriate for different project requirements
- Continuously identify and implement process improvements to enhance project delivery efficiency
- Ensure compliance with all contractual requirements, standards, and organizational policies
- Foster a collaborative team environment that promotes innovation and excellence
- Manage project scope and implement change control processes when necessary
- Develop and maintain project documentation throughout the project lifecycle
- Responsible for managing, reviewing, and approving subcontractor time working on the contract, and Subcontractor invoices to stay aligned with PRIME's planned hours and/or new projections

Requirements:
- Strong interpersonal skills with demonstrated ability to collaborate effectively with multiple external partners
- Clear and diplomatic oral and written communication abilities
- Proven track record of successfully managing and improving multi-faceted projects
- Proficiency with project management software and tools
- Excellent skills in projecting project timelines and delivering products accordingly
- Ability to effectively lead and motivate diverse teams
- Strong problem-solving capabilities and decision-making skills
- Exceptional organizational and time management abilities
- Experience with federal contracting and compliance requirements
- Ability to manage competing priorities in a fast-paced environment
- Skilled in conflict resolution and negotiation
- Proficiency with Microsoft Office Suite and collaboration tools
- Ability to obtain and maintain required public trust clearance
- Project Management Professional (PMP) certified
Desired Skills and Competencies:
- Master's degree in a relevant field
- Experienced in Agile methodologies
- At least five years of experience managing IT Development Project with 10+ team members
- Experience working with federal health and human services agencies
- Familiarity with quality management systems and continuous improvement processes
- Experience with strategic planning and implementation
- Experience with stakeholder engagement and community outreach
- Minimum of seven years of project management experience (ten years preferred)
- Three years of progressive supervisory management experience
- Demonstrated experience in budget oversight and management
- Excellent communication skills and ability to work in cross-functional teams
- Detail-oriented with a focus on data quality and accuracy
Education:
- Bachelor's Degree from an accredited university/college in Business, Public Administration, Policy & Planning, or related field
Office Location and Travel:
- Work location will be Remote with some travel to HUD HQ or satellite offices, as required and approved by Client and ATS.
