Compensation:
The wage range listed represents the potential compensation opportunities for this position. Starting salary will be thoughtfully determined by the hiring manager based on a variety of factors including candidate experience, education, relevant skills, and qualifications brought to the role. The initial offer could be any amount within the posted range, reflecting Epsilon's commitment to fair and competitive compensation.

Where you'll work:
This is a hybrid onsite/remote opportunity where you will report to the customer's location in Washington, DC and have the flexibility to work from home based on business needs.

An average day:
As Software Applications Developer III, you will be a senior-level technical professional responsible for leading comprehensive development activities for federal applications using Agile methodologies. This role focuses on delivering new applications and functionality while maintaining current capabilities in cloud-based environments, with emphasis on cybersecurity, accessibility compliance, and DevSecOps practices. In this position you will:
  • Lead Agile development implementation delivering new applications and functionality with integrated cybersecurity, Section 508 compliance, and performance optimization for customer mission-critical systems
  • Architect and implement application enhancements and bug fixes focusing on accessibility, usability, and seamless integration with existing federal systems through API development
  • Design cloud-native development solutions utilizing CI/CD orchestration tools to enable on-demand code releases with minimal systems team assistance
  • Conduct business analysis to gather, implement, and trace requirements ensuring proper documentation, testing, and storage in applicable repositories and work products
  • Perform research and development activities to discover efficiencies, leverage emerging technologies, and support program evolution through new application development and system integration
  • Develop mobile applications for iOS and Android platforms and responsive websites for public-facing applications ensuring cross-platform compatibility
  • Provide technical leadership in addressing test, audit, and security vulnerability findings through coordination with Program Management Office and remediation implementation
  • Maintain and enhance application performance monitoring tools, audit logging capabilities, and develop compliance reports and dashboards for business and security requirements
  • Support customer audit activities including GAO, OMB, and DHS OIG assessments by providing technical documentation and comprehensive system analysis
  • Lead Analysis of Alternatives studies and provide recommendations for new system features, data capabilities, and architectural improvements leveraging new technologies
Basic Qualifications:
  • As a requirement of this position, all candidates must be a U.S. Citizen. In accordance with 8 U.S.C. 1324b(a)(2)(C) , Epsilon will not consider candidates for this position who do not meet the aforementioned conditions.
  • Bachelor's degree in Computer Science, Software Engineering, Information Technology, or related technical field
  • Minimum 10 years of experience in software development and application architecture with demonstrated leadership, technical knowledge, and expertise
  • Experience serving in a leadership role on innovative cloud and/or software development programs for federal agencies with proven success delivering mission-critical applications
  • Extensive experience implementing and leading automation using DevSecOps practices including CI/CD pipeline development, security integration, and automated testing frameworks
  • Proficiency with modern programming languages including Java, Python, JavaScript, .NET, and frameworks such as Spring Boot, Angular, React, and RESTful API development
  • Strong experience with cloud platforms (Google Cloud Platform, AWS, Azure) including containerization technologies (Docker, Kubernetes) and infrastructure as code practices
  • Hands-on experience with database technologies including PostgreSQL, MongoDB, BigQuery, and database design, optimization, and application system integration
  • Prior experience and knowledge of federal technical environments and interrelated systems including government security frameworks, compliance requirements, and federal IT standards preferred
  • Prior experience and knowledge of FEMA's technical environment and interrelated technical environments preferred
  • Experience with development tools including Jenkins, Git, Jira, Confluence, automated testing frameworks, and application performance monitoring solution
Other Requirements:
  • Current Public Trust High required or ability to obtain and maintain a Public Trust. ( This is a federal contract position and requires candidates to obtain and maintain the appropriate level of Security Clearance or Public Trust. Adjudication of the required Security Clearance or Public Trust is determined solely by the government. If the government determines that the candidate cannot obtain and/or maintain the appropriate level of Security Clearance or Public Trust, Epsilon will be unable to place the candidate in this position.)
