Pay Range

$124,200 - $188,880 Annually

$124,200 - $157,464 Annually for the TSS.2 level

$148,920 - $188,880 Annually for the TSS.3 level

This is the lowest to highest salary in good faith we would pay for this role at the time of this posting. Pay will not be below any applicable local minimum wage. Job Description

We have an opening for a Technical Instructor to help drive the enhancement of the Strategic Deterrence (SD) directorate training program using current training technology and online training theory and practice. You will work within regulatory requirements and operational demand, use your extensive technical, operational and instructional experience and technical aptitude to conduct needs and task analyses for technical, certified jobs, develop and implement highly technical training courses and curricula for Laboratory employees working in or supporting high-risk environments in our nuclear facilities. This position's primary mission will be in support of the SD Operations Program and SD programmatic training as needed. This position is in the Strategic Deterrence Directorate.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role you will
  • Independently reviews facility operational changes, programmatic work changes and safety basis changes and adapts technical training curriculum and instruction for certified personnel to obtain or maintain required glovebox handling and technical skills.
  • Provide solutions to a diverse range of moderate to complex issues/problems that require analysis and creative use of established techniques and methods.
  • Follow nuclear facility training, safety and operational policies and practices in selecting methods, techniques, and evaluation criteria for ensuring skill transfer to certified personnel based on in-depth analysis of multiple, identifiable factors.
  • Contribute to the Superblock training team and Certification Evaluation committee on personnel skill assessment, training projects/programs that may lead to training design and development changes.
  • Execute systematic approach to training, including independently conduct gap/job analyses, designing, and developing curricula, formulates new training materials and evaluation metrics. Implements training intervention. Interprets regulations and determines organizational training needs.
  • Review and evaluate training materials to ensure compliance with regulatory requirements. Lead and influence without leadership supervision.
  • Deliver specialized or technical classroom, on-the-job, Laboratory and simulator training for fissile material handlers and tritium handlers in a high-hazard glovebox environment.
  • Interpret regulations with subject matter experts and determine organizational training needs to ensure compliance with DOE, OSHA, RCRA, DOT and other applicable Federal codes & standards, as well as LLNL requirements.
  • Act as a subject matter expert and consult with management and participate in high-level reviews and assessments to ensure alignment between the technical training program elements and organizational strategies and needs.
  • Design, develop and produce curricula and examinations using a spectrum of instructional methods and media, including print, video, instructor-led, and/or multi-media/online.
  • Perform other duties as assigned.

Additional job responsibilities, at the TSS.3 level
  • Conduct technical or operational tasks projects and/or support research efforts.
  • Provide solutions to complex issues/problems that require in-depth analysis and frequent use of ingenuity and creativity.
  • Use judgment within broadly defined policies and practices to develop solutions that frequently require novel approaches/new methods.
  • May monitor or direct activities of the Certification Personnel Evaluation Committee as needed.
  • Contribution impacts multiple aspects of project/program and leads to programmatic or organizational activities and/or new initiatives that affect Laboratory resources.
  • Guide the successful completion of new initiative training projects designed to improve the rigor, efficiency and effectiveness of certification training and contributes to the development of organizational goals.
  • Develop, oversee, implement, and lead the online learning effort within the SD Training Team.


Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in Engineering, Science or Related Technology, or equivalent combination of education and related experience.
  • Requires comprehensive knowledge and/or experience as an engineer or technician in a high hazard environment (e.g., Fissile Material Handler, Tritium Handler, High Explosive Handler, Operations Technician, System Engineer, etc.).
  • Requires broad application of technical, applied science, and/or business principles, theories, concepts and techniques in nuclear criticality, nuclear safety, nuclear material handling, plus working knowledge of other related fields.
  • Advanced knowledge and experience evaluating training needs, and designing, developing, and systematically implementing training solutions.
  • Knowledge of and experience in applying learning, training, and development theories and training technologies through instruction and coaching others through multimedia and virtual means as well as classroom and OJT methods.
  • Experience using various computer software applications and multimedia tools for training and development with an emphasis in online training.
  • Strong analytical, decision-making, problem-solving and project planning skills to evaluate, interpret, recommend and implement actions/solutions for moderately complex problems.
  • Proficient verbal and written communication skills necessary to effectively present, explain and communicate moderately complex technical information to all levels of personnel and management.
  • Ability to work independently as well as in a team environment with a broad cross-section of people including effective interpersonal skills with the ability to handle sensitive and confidential issues with tact, discretion, and mature judgment.
  • Ability to travel.

Additional qualifications at the TSS.3 level
  • Master's degree in instructional technology and/or bachelor's degree in a technical subject.
  • Experience designing and developing training programs in a regulated environment.
  • Training development experience for off normal or emergency response situations.

Qualifications We Desire
  • Familiarity with DOE Nuclear Facility, ES&H, and RCRA requirements.
  • Experience working in the Department of Energy as a Fissile Material Handler or Tritium Handler.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.
