USGI is seeking a Training Support and Program Assistant, referred to as Assistant in the remaining sections of this document, provides programmatic development and oversight expertise to the INL/EA Afghanistan Team. The Analyst will organize and participate in meetings, seminars, and exercises to develop plans and programs for implementation of Afghanistan assistance and provide other general programmatic support to further the Afghanistan Team’s programs, including drafting, briefing, and research.

BACKGROUND

The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.

INL keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.

The INL/KM/CET Division is dedicated to delivering excellent internal-to-INL and foreign assistance-related training. Within CET is the Internal Training Team (ITT). Their mission is to empower INL with the knowledge, skills, and opportunities to accomplish our mission. ITT accomplishes this through training, professional development, and continuing education, including existing programs such as the INL Series (INL 101, 201, 401, and 801 courses); the JusTRAC+ program; and pre-deployment training for INL advisors. ITT is also developing a continuing education program, and e-learning opportunities.

Another team in CET is the International Law Enforcement Academy (ILEA) team. The team manages the six academies, located in Accra, Ghana, Budapest, Hungary, Bangkok, Thailand, Gaborone, Botswana, San Salvador, El Salvador, and Roswell, NM. The ILEAs, are a network of training academies enabling U.S. law enforcement agencies to provide training to criminal justice officials and policy makers from over 100 participating countries. The ILEA program is a proven, effective method for strengthening partner nation relationships with U.S. embassies and law enforcement agencies, fostering cross-border partnerships within important regions of the world, and expanding the skills of our criminal justice sector counterparts. Instruction covers priority areas of interest to the U.S. government such as investigating and countering transnational criminal activities including, but not limited to, money laundering, corruption, and combating all forms of trafficking including narcotics, weapons, wildlife, and trafficking in persons.

DUTIES & RESPONSIBILITIES

ILEA-Specific Support
  • Drafts and sends papers, emails, and cables, as directed, along with approved tracked responses.
  • Coordinates with Posts, program officers, interagency, and external organizations to facilitate drafting of program and project plans and solicitations for Work Plans, RFIs, and NOFOs, etc.
  • Assists with the administration and management of ILEA implementing agreements for the program including but not limited to, contracts, grants, letters of agreement, and interagency agreements.
  • Supports the use of the ILEA Global Network, to include data entry, and management of the system.
  • Arranges and supports meetings and events, such as the ILEA steering group meeting.

JusTRAC+ Specific Support
  • Conducts research, as directed, and provides advice to support the program including for trainings/workshops, the knowledge management portal, and communities of practice.
  • Assists with the administration and management of the program including with the JusTRAC+ cooperative agreements and the administrative aspects of liaison / stakeholder outreach and communication.
  • Arranges and supports meetings and events. Drafts meeting materials as needed.
  • Attends training and events and reports on their perceived effectiveness, quality, and usefulness.

Program and Project Development, Implementation, and Close-out Support
  • Facilitates the paperwork and procedures required to award, monitor, and close Inter-Agency Agreements (IAAs), Cooperative Agreements, grants, contracts, and other relevant implement agreements or funding actions for final processing by a government representative.
  • Monitors activities of implementers and reports to government representatives on the status of implementer progress towards meeting the goal, objectives, and completing deliverables.
  • Utilizes the IGN to help provide information to respond to taskers.

Training, Administrative and Logistical Support
  • Assists in the review and drafting of training materials for consistency and clarity.
  • Arranges and supports meetings and events, including by reserving rooms, sending and tracking invitations, room set-up, escorting personnel, taking notes, and drafting thank you letters, and drafting and assembling to final reports.
  • Provides general support to assigned teams, including but not limited to writing and clearing papers, assembling briefing books, reports and updates, and scheduling meetings and supporting various training and events.
  • Conducts research on issues of interest and analyzes information for trends and important developments; attends relevant briefings; and prepares information and meeting readouts for inclusion in reports as requested.
  • Maintains various program office calendars.

MINIMUM QUALIFICATIONS
  • U.S. Citizenship
  • Bachelor’s degree from an accredited institution
  • Two to four years’ experience in relevant field
  • Demonstrated knowledge of Federal regulations in regard to area of specific need
  • Proficient in Microsoft Office Suite
  • Demonstrated experience facilitating organizational change

PREFERRED QUALIFICATIONS
  • Graduate Degree from an accredited college or university in a related field of international relations, foreign assistance, adult-training, or criminal justice reform
  • Demonstrated one to three (1-3) years’ experience in administrative management, training support, and/or contract or grants support
  • Demonstrated skill and ability in managing multiple concurrent activities of varying complexity, including changing priorities and short turn-around times

CLEARANCE:

A Secret security clearance is required for this position; work may begin with an interim Secret security clearance.

LEVEL OF EFFORT

Hours for this full-time position will be the core hours of the INL/KM/CET office in Washington, DC: Monday through Friday, 8 hours a day, 40 hours a week.

POSITION LOCATION:

The physical work location is INL/ EA’s office within State Annex 1 (SA-01), Columbia Plaza, 2400 E Street NW, Washington, DC.
