In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Specialized Experience: One year of specialized experience which includes evaluating programs and/or policies related to morale, welfare, and recreation (MWR), military exchanges, commissaries, lodging, collaborating with stakeholders to address the needs of service members and their families, developing policy and procedures related to MWR, military exchanges, commissaries, lodging.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).Some federal jobs allow you to substitute your education for the required experience in order to qualify.
For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
You will be evaluated on the basis of your level of competency in the following areas:

Help
- Analyze morale, welfare, and recreation (MWR) programs; establish goals and measures supporting the needs of service members and their families.
- Function as a subject matter expert to formulate policies and strategies for MWR programs.
- Incorporate trends analysis of program requirements into policy recommendations.
- Develop strategies supporting the implementation and administration of policy and strategic plans.
- Develop strategies for resolution of systemic and individual problems; identify deficiencies in existing programs and develop solutions.
- Establish and nurture relationships with national, state, local, and military leaders and non-Federal entities with vested interests in improving quality of life for service members and their families.
- Maintain awareness of regulatory requirements, management principles, and/or the application of technology to MWR programs and services.
- Deliver presentations and provide training to military and civilian audiences on programs and services available for service members and their families.
- Review MWR programs for potential efficiencies based on joint service initiatives and/or partnership opportunities.
