Duties

  • You will manage the implementation, oversight, and operation of SAP for HSCWL and subordinate commands located on Naval Station Norfolk.
  • You will provide read-in/read-out, de-briefs, and closely screens personnel who meet the "must know" criteria for these sensitive programs.
  • You will provide program fiscal management and budget submission recommendations for necessary program related experience and training.
  • You will perform a variety of specialized duties related to the unique operational and administrative requirements of the program. Schedules and conducts high-level security and operational training and seminars.
  • You will be responsible for oversight of all SAP security programs involving personnel of HSCWL and subordinate squadrons involved with SAP and the sensitive information used and generated therein.
  • You will be responsible for oversight of and monitoring the personnel SAP security clearances ensuring proper level of clearance and access is held by each command's personnel.
  • You will develop, direct, and monitor policies and procedures for SAP security education and awareness.
  • You will directly supervise subordinate staff of two permanently assigned military personnel (two Security Specialists Representatives-YN1 and a YN2).
  • You will be responsible for liaising with civilian Command/Activity Security Manager (CSM/ASM) for all matters directly impacting physical security requirements for SAPF and security in depth for building SP-250.
  • You will liaison with six Intelligence Officers and squadron Intelligence Specialists during all detachments and deployments.
  • You will cooperation/coordination with HSCWL and HSCWSL Information Systems Security Officer (SAP ISSO).
  • You will be responsible for the protection of SAP classified information that is processed on computer systems.
  • You will be responsible for the protection of all SAP hardware, software and other related assets.
  • You will be responsible for the Special Access Programs physical and operational security within the assigned commands to protect against unauthorized intrusion, subversion, sabotage and espionage.
  • You will identify the need for improved physical security and loss prevention programs.
  • You will develop and propose security policies for HSCWL.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Experience analyzing and resolving highly sensitive security issues involving conflicting source information/testimony received during the conduct of personnel security investigations, security violations and practice dangerous to security investigations.

Experience functioning as the command's primary Special Access Program Security Officer authoritative source, interpreting and analyzing overlapping and/or conflicting security policies and procedures promulgated by Washington level and chain of command authorities.

Experience with and comprehensive knowledge of physical security programs and policy requirements.

Experience with and an in-depth knowledge of the collateral security manuals, procedures, policy guidelines and regulations for Special Access and other related or unrelated specialized security programs.

Experience with and knowledge of SECNAV/CNO, CIA, NSA, DIA, NCIS, SSO Navy/CYBERFORCOM policies and procedures.

Experience demonstrating mastery of complex security concepts, principles and practices involving the three major specialized areas of personnel, information, and physical security in order to accomplish mission.

Ability to communicate orally and in writing to senior flag level military officers and equivalent civilian officials, conduct briefs, and prepare reports and correspondence
