Duties

  • You will manage land use and encroachment planning for military installations, training ranges, and OPAREAs to support mission sustainment and prevent incompatible development.
  • You will apply knowledge of RAICUZ, AICUZ, and Navy/DoD planning regulations to guide compatible use planning and evaluate impacts of development on military operations.
  • You will review and analyze land use plans, environmental assessments, and strategic development documents to identify potential encroachment issues and recommend mitigation strategies.
  • You will coordinate with federal, state, tribal, and local government entities to promote collaborative community planning and protect military training areas from encroachment.
  • You will develop position papers, planning guidance, and legislative recommendations in response to encroachment threats and to support long-term installation viability.
  • You will represent senior leadership at public meetings, briefings, and interagency engagements, providing technical expertise and advocating for Navy interests in land use matters.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Experience managing land use planning and encroachment issues related to military installations, ranges, and OPAREAs.
2) Knowledge of RAICUZ, compatible land use policies, and Navy/DoD planning regulations.
3) Skill in analyzing land use plans, environmental documents, and strategic development proposals.
4) Experience coordinating with federal, state, tribal, and local agencies on community planning issues.
5) Ability to develop policy guidance, position papers, and legislative recommendations.
6) Experience representing senior leadership in public forums and stakeholder meetings.

BASIC EDUCATION REQUIREMENT: Have a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
OR
Have a combination of education and experience where I have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and have one (1) year of work experience in community planning acquired under the supervision and guidance of a community planner.
OR
Have a combination of education and experience where my courses were equivalent to a major in community planning , urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration; or a combination of related courses totaling at least 24 semester hours in any combination of the listed disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
