Epsilon Systems Solutions, Inc. (Epsilon) is seeking a highly motivated, innovative, agile, and entrepreneurial leader to join our company as Executive Vice President of our Ship Repair Sector (SRS).
Summary
This position reports directly to the company's CEO in San Diego, CA and is part of the Executive Leadership Team. The Sector Head is responsible for all aspects of Epsilon's Ship Repair Sector (SRS), including sustainment and growth. In this capacity, he/she will oversee Epsilon's SRS operations in HI, CA, VA, and FL. He/she will lead, oversee and coordinate both operation and support staff in each location to bid, plan, execute, and report contract tasks. The position will require working closely with the CEO and other company executives to develop and execute the sector growth strategy and financial plans, including the oversight of the quality of performance as well as recruiting, training, safety and welfare of the diverse SRS workforce.

Duties & Responsibilities
- Work with group and corporate resources to develop an annual operating plan for SRS and provide oversight for tactical execution and delivery of results consistent with the plan.
- Thoroughly research and understand the market space in which SRS operates. Promote extensive interaction with current and potential customers through site visits, conferences, and meetings.
- Interface with Epsilon's corporate leadership to develop and execute a business development campaign designed to promote customer awareness of Epsilon and its products and services.
- Participate in and oversee the bid and proposal (B&P) process for all SRS proposals, while following the company's established proposal processes. Assist in writing and reviewing proposals supporting the entire group as well as other divisions.
- Approve or recommend approval of company commitments in accordance with the company's established Authority to Commit Matrix.
- Responsible for oversight and supervision of SRS executives and senior managers in the execution of business plans. Special emphasis is placed on frequent communication with customers and the maintenance of strong and pro-active communication channels. Promote direct interface with customers by group managers to ensure all projects complete on schedule while meeting safety, quality, financial and technical requirements.
- Responsible for SRS financial performance, including overall management of both direct and indirect expenditures with a view toward established budgets, as well as operational, market, and environmental conditions.
- Maintain a comprehensive staffing program to ensure that all programs and business development functions are adequately staffed. Ensure adequate resources (material, capital equipment, etc.) are available for the assigned programs and product lines.
- Assist as appropriate with informed make/buy decisions to determine outsourcing and subcontracting requirements to support project execution.
- Identify and resolve obstacles (internal as well as external) to success. This includes interacting with other company executives and partners as appropriate.
- Collaborate with the QA Director to maintain a customer compliant Quality Management System and to ensure as well as to enforce strict adherence to the QA policies and processes in work execution.
- Promote and sustain employee health and safety at all locations where work is performed. Ensure compliance with all corporate, state and federal regulatory requirements.
- Actively participate in corporate initiatives.
- Oversee the development and maintenance of goals, standards and metrics for SRS.
- Perform regular visits to SRS facilities and work sites at shipyards and naval bases, including shipboard sites to demonstrate management presence at all levels.
Required Qualifications
Education and Experience
Bachelor's Degree from an accredited college/university desired. Proven experience in the Ship Repair industry is a must. Specifically:
- Minimum 20 years experience in maritime repair, maintenance and/or modernization.
- Minimum 10 years working in program management positions related to government and private industry contracting.
- Proven ability to develop and meet financial plan and budget goals for the relevant operations. Experience working with a variety of contract types, including fixed price, time and material (T&M), and cost-plus is considered a plus.
- Demonstrated understanding of the design and production issues associated with HM&E systems and components in support of shipboard maintenance, modernization and repair.
- Understanding of contract terms and conditions with particular adherence to requirements for Period of Performance, Limitation of Funding and allowable charging.
- Strong analytical, decision-making, and problem-solving skills.
- Must be proficient in MS Project, Excel, Word, Outlook and Power Point.
- Must be able to obtain and maintain Secret Clearance.
Preferred Qualifications
- Prior program management experience working projects for the maritime MRO (maintenance, repair, overhaul) industry, including Naval Regional Maintenance Centers, NAVSEA Program Offices, and/or government Surface/Submarine Warfare Centers.
