PBG is seeking an IT Strategic and Capital Planner & Financial and Budget Manager to support the Planning, Programming, Budget and Execution (PPBE) activities for our customer, a Federal OCIO organization. This role will oversee a Budget and Financial Analyst and deliver a comprehensive investment and budget management program to assist the OCIO in planning, developing, and executing its annual budget. The candidate will provide strategic and tactical direction as well project management best practices techniques and guidance in support of OCIO's IT portfolio. They will also serve as the main CPIC and Budget SME and thought leader. The Senior Consultant will demonstrate excellent client handling skills with the ability to quickly develop relationships at all levels of the client organization.
Location : Washington DC. Onsite work required (Hybrid).

Key Responsibilities:
- Formulation, planning, and execution activities for the OCIO's annual budget. Including coordinating budget formulation activities across all OCIO divisions to prepare, justify, defend, and obtain an approved annual budget.
- Manage and perform all aspects of budget execution throughout the funding lifecycle, including translating the approved budget through the development, execution, and maintenance of an annual Spend Plan; diligent funds tracking and recordkeeping; and troubleshooting data anomalies, resolving formula errors, and guaranteeing data integrity.
- Manage funding requirements through an organizational charge-back model, determining true cost of ownership and program financial liability, and coordinating and recording the collection and allocation of funds.
- Oversee management of the budget mailbox and knowledge base to ensure content is organized in a meaningful and usable way that enables accessibility to historical communications and activities for researching status of projects, activities, and funding.
- Overseeing the budget analyst, quality checking deliverables, reviewing financial figures for accuracy, and providing editorial review of presentations and documentation.
- Plan, schedule, and facilitate senior-level meetings; develop executive-level presentations summarizing in-depth financial data analysis into easy-to-read management dashboards.
- Perform business analysis and capital planning duties associated with the Capital Planning and Investment Control (CPIC) process in satisfying OMB A-11.
- Provide CPIC and Technology Business Management (TBM) consultation services for the client's IT investments.
- Assist in the response to CPIC/IT portfolio data calls from OMB.
- Assist Federal and other contractor personnel in the preparation, submission, and maintenance of project documentation required. (IT Business Cases, Portfolio Summaries, Alternatives - Analysis, Risk Ratings, TBM maturity assessments, etc.)
- Understand and provide leadership in the full spectrum of capital planning including application of OMB Circulars A-11, A-130, and A-94.
- Leverage guidance in OMB circulars A-11 and A-94 and the GAO Cost Estimating and Assessment Guide.
- Support Investment Reviews process and OMB e-300 planning, development, and review.
- Coordinate activities across enterprise architecture, CPIC, budget, and acquisition teams to ensure required budget, projects, and assets information is submitted accurately and timely to the Department and OMB.
- Coordinate procurement activities with Contract Officer's Representatives and the acquisitions teams to ensure appropriate and timely funding for products and services.
- Manage budget changes through standardized change management processes.
- Recognize and preemptively advise all stakeholders on budgeted requirements, the status of funding, and funding solutions for foreseeable overages and shortfalls.
- Reconcile manual recordkeeping against automated financial systems and recommend and support adoption of automated solutions.
- Monitor and address all Budget-related data calls.
Minimum Requirements :
- Bachelor's degree from an accredited college or university in Finance, Business, or equivalent related field.
- Minimum of eight (8) years of experience with extensive expertise in budget formulation and execution process for a non-DoD agency, CPIC process, financial modeling, and advanced Excel functions.
- 5+ years of project and customer management experience in Federal Civilian consulting environment.
Preferred Skills/Experience :
- Project Management Professional (PMP) certification
- Certified Technology Business Management Executive (CTBME)
- Certified Government Financial Manager (CGFM)
- Strong understanding of the software development life cycle (SDLC).
