Multi-Purpose Canine Handler

Responsibilities:
  • Assist the kennel master in the supervision, orientation, assessment and training of MPC handlers.
  • Account for and supervising the initial training of all newly assigned dogs. This includes ensuring all newly purchased dogs are trained in obedience, bite work, patrol work, detection and tracking.
  • Aid MPC Handlers. Instruction topics include but are limited to Health and Care of Multi-Purpose Canine (MPC), control sequence, urban and rural tracking, explosive detection, obedience, record keeping, and any unique techniques developed by the organization. Aid the government in the selection of all dogs that the program.
  • Execute required testing criteria and keep electronic and paper records of criteria used to select each dog entered the program for future reference.
  • Assist in ensuring that date is maintained on the training of all dogs and handlers to include necessary DoD and unit paperwork, records and databases.
  • Responsible for the care, sanitation and maintenance of the kennel facility in the absence of handlers.
  • Responsible for ensuring all dogs are trained and prepared for assignment to their respective handlers.
  • Develop and document short and long-range training plans for dogs, as well as supervising training to give input and advice.
  • Prepare and/or give presentations and briefings as needed to external agencies, unit personnel, and Canine Handlers.
  • Attend seminars as well as courses to further knowledge or professional development.
  • Request training equipment, food and medical supplies for all the dogs in the absence of handlers.
  • Perform all actions IAW approved SOPs and TTPS.
  • Contractor personnel providing Regimental-level MPC support must possess 10 years' experience as a trainer of detection, tracking and standard patrol dogs.
  • Assist and provide subject matter expertise regarding adherence to all schedules, outlines, policies, procedures and programs relating to the program.
  • Aide the Government with developing schedules, outlines and programs relating to maintenance of the program.
  • Assist the government with observing teams and aiding in medical/nutritional requirements in sustaining the government property and housing facilities.
  • Aide the government in daily exercises to maintain health and proficiency.
  • Analyze the results of applying guidelines to difficult situations and recommending changes.
  • Develop technical solutions to complex problems which require the regular use of ingenuity and creativity.
  • Aide the government with planning, resourcing, preparing and conducting daily sustainment activities.
  • Assist the government in reinforcing activities to maintain and develop proficiency.
  • Provide expertise to discuss concepts, scope, applicable formats and contentious issues to program support.
  • Exercise considerable latitude in determining technical objectives and approaches to assignments.
  • Assist the government with development of testing criteria and keeping electronic and paper records of criteria used in the selection process for each candidate entered the program for future reference.
  • Assist government as required in facility upkeep and sanitation as well as provide recommendations in problem solving during exercise routines and provide performance-based mission readiness assessments, as required.
  • Preparing and/or giving presentations and briefings as needed to outside agencies, and unit-personnel.
  • Assist the government with recommendations and update Standard Operating Procedures (SOPs) and Tactics, Techniques & Procedures (TTPs).
  • Performing all actions IAW approved SOPs and TTPs
  • Enter data into multiple databases or spreadsheets. Ensure consistency and appropriate cross-referencing for both newly entered and previously entered data.
  • Retrieve data and use data to respond to a variety of customer and vendor inquiries.
  • Perform research to determine reasons for patterns of transaction errors and failures.
  • Conduct extensive searches for information pertaining to complex and/or unusual supply transactions and patterns; assemble retrieved in-formation into different formats to meet different requirements; for example, status reports, unmet customer needs, and other similar areas.
  • Maintain files in accordance with applicable Army, Navy, and Department of Defense (DoD) regulations.


Requirements
  • Operate military non-tactical vehicles.
  • Could be required to travel in military aircraft to monitor/analyze canines' behavior and report the care of the animal under various conditions.
  • Possess 5 years' experience as a trainer of detection, tracking and standard patrol dogs.
  • Be a graduate of the Military Trainer Course or the civilian equivalent.
  • Be capable of attaining unit certification to handle and draw Class 1 hazardous materials to provide logistical assistance to the government in their training program.
  • Possess a secret security clearance prior to beginning support of this effort and maintain said clearance throughout duration of support of this effort.
  • Possess and maintain a valid state driver's license and be able to obtain appropriate special license/certification for equipment to be operated to include but not limited to forklifts and 15K truck.
  • Possess excellent work ethics, verbal and written communication skills and be detailed and accurate in performing all administrative and routine functions.
  • Be able to work in an environment that is fast paced while completing multiple tasks and meeting stringent timelines. Be able to work independently without direct supervision.
  • Be able to write correspondence in a military format, when necessary, such as correspondence using the Army Writing System in accordance AR 25-50.
  • Enter data into multiple databases or spreadsheets. Ensure consistency and appropriate cross-referencing for both newly entered and previously entered data. Retrieve data and use data to respond to a variety of customer and vendor inquiries. Perform research to determine reasons for patterns of transaction errors and failures.
  • Proficiently use MS Office application software to maintain data and submit reports of varying types and formats via internal management control databases, spreadsheets, and other reporting tools in a variety of program application software.
  • Make effective use of e-mail correspondence with an expert knowledge of Outlook E-mail communication programs.
  • Be capable and proficient with verbal communications, both in person and via teleconferences for the purpose of effective coordination with military installation management staff, USASOC staff action officers and non-government agencies as required.
  • Be willing to attend and satisfactorily complete, required training associated with job responsibilities.
  • Cross-train with other contracted positions to fill in during absences (specific to exempt/salaried positions.
  • Maintain a clean workspace.
  • Possess a high school diploma or GED
  • Be physically able to lift up to 40 pounds or more, bend, sit, stand, reach and move about the facility
