General Dynamics Information Technology (GDIT) is seeking a qualified, motivated individual to join GDIT as Oracle Database Administrator to support our federal government mission in the District of Columbia.

Job Description

GDIT is seeking an experienced Oracle Database Administrator to work with our customer and the Department of Defense (DOD). The Oracle Database Administrator is responsible to use the online applications as automated tools to support electronic preparation of spectrum certification requests to modify the existing platform. This position is in Washington, DC and duties will be performed onsite.

The qualified candidate will provide Oracle 19c database application support and database administration support for both the software development and maintenance areas of the project. The ideal candidate will have significant experience working with an Oracle XML database. The candidate will serve as the PL/SQL developer and database administrator. As a member of the agile team, the candidate will participate in the architecture, design, development, testing, and deployment of the system and is expected to assist the development team by creating and updating a few stored procedures, triggers, and the like; some of which are complex. The candidate is also expected to perform database administration activities such as performance tuning, monitoring tablespaces, installing quarterly Oracle patches, upgrades, and performing backups. The database is relatively small and standalone. The candidate will also need to review and update scripts for installing the database from scratch as well as installing sprint changes. The candidate must also create and maintain a database design document; this will involve generating and maintaining an ERD diagram. The EL-CID Online application uses XML extensively. The system uses Google Web Toolkit (GWT) for the user interface, Altova Style vision to create PDFs, Bizflow for workflow, WorldWind and Bing Tile server for maps, and Oracle XML for the database in a Windows virtualized environment. For the EL-CD Online system to operate in a production environment, the system has obtained an Authority to Operate (ATO) on both the unclassified and classified sides. The qualified candidate will need to assist with reviewing and generating technical documentation for the EL-CID Online System to be submitted to the government's Information Assurance (IA) team as a part of the continuous Authority to Operate (ATO) package for both the unclassified and classified sides.

Required Knowledge, Skills, and Abilities:
  • 5+ years' DBA experience with Oracle 12c/Oracle 19c XML database
  • 5+ years of experience with XSD, XSLT, XML
  • 5+ years of experience writing Stored Procedures and SQL, including optimizing CRUD performance.
  • 5+ years of experience conducting performance measurements and determining options for increasing efficiency.
  • 5+ years' performing restorations and backups.
  • 5+ years of experience writing technical documentation
  • Ability to learn simple system administration tasks.
  • Knowledge of Subversion, GIT, or Team Foundation Server (TFS) version control system a plus.
  • Knowledge of JIRA and Confluence a plus.
  • Six years of experience, of which at least four years must be specialized.


Deliverables:
  • PL/SQL stored procedures, triggers and other DML and DDL developed and configured from requirements adhering to acceptance criteria and design, assessed for potential security weaknesses, with no high vulnerabilities found by scans and tools
  • Database conversions
  • High availability databases for user access, development, testing, and training
  • Installation and configuration of quarterly Oracle updates and patches for on-going maintenance
  • Database backup and recovery plans and procedures and schedule; in the case of server failure or other form of data loss, successful restoration from backups
  • Database access and permissions
  • On-going database performance monitoring and database tuning
  • Creation of a database design document in government specified format
  • Creation of a database Entity-Relationship-Diagram (ERD)
  • Addressing/applying Oracle STIGs
  • Monitoring and ensuring tablespaces are not exceeding capacity


Minimum Education: Bachelor's degree in computer science/systems, information systems/technology, engineering/engineering technology, software engineering/programming, management, natural sciences, social sciences, mathematics, or business/finance. Three years of additional applicable experience may be substituted for a bachelor's degree.

Security Clearance: Secret clearance required to start.

Location: Remote and onsite-Washington. DC: The candidate must be on-site at least three times a week to perform deployments and support the high-side (classified) environment.
