Duties

Directly and through Group and Squadron Commanders, incumbent determines unit goals which are the foundation for long and short-range planning and execution of all unit programs and provides focus for all unit functions and activities. Ensures goals coincide with national, regional, and state military strategies and local limitations. Considers factors such as current and future mission requirements, political climate, environmental concerns, area demographics, and regional and inter-agency (state and federal) issues. Accommodates a variety of state and federal non-traditional military roles and missions, such as support to homeland defense/homeland security, disaster relief (Defense Support of Civil Authorities/Incident Awareness and Assessment), and augments active Air Force operations, training, and drug interdiction. Incumbent is responsible for general oversight and support of tenant organizations (if assigned) and geographically separated units (if assigned). As the Wing Commander at an ANG Installation, the incumbent is responsible for real property, physical security, and Anti-Terrorism/Force Protection (AT/FP) requirements. Provides guidance, resources, and other support to state military departments and agencies including Joint-tasked organizations, state Joint Force Headquarters, state Army National Guard units, other state military installations, and the state's Emergency Management Division. Responsible for management of all qualification, ancillary, and readiness training in support of multiple DOD Designated Operational Capability (DOC) Statements and Unit Type Codes (UTC). Implements qualification and certification programs to meet mandated United States Air Force (USAF), Major Command (MAJCOM), and Air National Guard and readiness standards IAW reporting guidelines. Ensures the wing and associated units achieve mission training and combat readiness objectives in support of Air Force Air Expeditionary Force (AEF) guidelines. Makes critical judgments and decisions regarding the safety and security of assigned military personnel, and associated civilians through management of all matters related to mobilization and deployment of personnel for local, regional, and world-wide missions-domestic, homeland security, and combat military operations. Forms and directs a Crisis Action Team (CAT) to monitor and manage local and regional rescues (coordinated via the ANG Rescue Coordination Center), disasters, emergencies, contingencies, events, and crises. Directly updates The Adjutant General (TAG) and Assistant Adjutant General-Air (ATAG-Air). As a United States Air Force Designated Wing Commander, the incumbent may be required to make on-the-spot decisions which maybe irrevocable and have life or death consequences. Oversees multiple Groups, Squadrons, and associated support staff required to conduct designated AF missions. Additional responsibility for other key Air Force missions, to include specialty missions. Ensures availability of wartime-tasked Mission Capability (MISCAP) based on Unit Type Code (UTC) at the Wing, Group, and Squadron levels. Responsible for presentation of capabilities (qualified mission crews and mission equipment) war traced to published Department of Defense (DOD) Operational Plans (OPLANS). Includes 1,000+ assigned personnel and complex classified systems, communications, intelligence, combat support, and sustainment material. Ensures compliance with certification and proficiency program policies. Monitors adequacy of a diverse, mission-unique network of communications maintenance, sustainment, repair actions/procedures and component availability. Assures timely identification of potential equipment serviceability and interoperability and notification to higher headquarters of concerned MAJCOMs. Responsible for the formulation, presentation, justification, and execution of an allocated multi-million-dollar budget involving several major force elements and state funds. Through subordinate managers, ensures supply and logistical inventories are kept at proper levels. Manages Stock Fund authorizations to support unit activity levels, ensures logistics plans meet mobilization/mobility requirements and support both domestic contingency and war plans. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. In conjunction with the Adjutant General's staff, and through subordinate staff members, plans, organizes, directs, and controls unit military and full-time personnel under several personnel systems. Ensures adequate messing facilities and provides meals as appropriate. Coordinates billeting for authorized personnel in accordance with standards. Performs other duties as assigned.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory.

Qualifications

Military Grades: OFFICER O-6 TO O-7

SPECIALIZED EXPERIENCE : Experience time requirements of 1 year equivalent to at least next lower grade level. Applicants specialized experience includes analyzing problems, identifying significant factors, gathering pertinent data, and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Quality of Experience - Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position.
