Duties

  • You will direct firefighting operations as an Assistant Fire Chief/Installation Fire Chief for Commander Navy Region Japan (CNRJ) and Fire and Emergency Services (F and ES).
  • You will develop long range plans for facilities, manpower and material resources, training programs, prevention and suppression techniques.
  • You will assist, advise, and provide recommendations concerning fire protection matters to all levels of command within the areas where fire protection services are provided.
  • You will control and direct expenditures of allotted funds through formal requisition processes.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector providing technical expertise, advice, and supervision in fire protection efforts; assigning work requirements; directing firefighting operations; negotiating with federal and host nation agencies in fire and emergency situations.

Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

This position requires a 60-hour work week with eating and sleeping facilities provided in accordance with general fire fighting practices.

This position requires a work schedule of four 9 hour days and one 24 hour day shift per week.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

This position requires rotating shift work.

You will be required to successfully complete a pre-appointment physical examination and requires an annual physical.

You will be required to obtain and maintain a current valid United States driver's license, host nation license and successful completion of an Emergency Vehicle Operators Course.

Physical Demands: You must be able to wear protective clothing and equipment, weighing up to 75 pounds, while working in extreme heat and cold under adverse conditions, such as fire and smoke. Ability to maintain alertness, self control, and emotional stability to direct operations in conditions of stress, confusion, panic, and physical injury and even death that frequently occur at major disasters. Climb ladders and works at various heights. You must pass the Navy firefighters physical examination annually and successfully participate in the ongoing Navy firefighter physical fitness program.

Work Environment: During actual firefighting and rescue operations, and occasionally during drills, you will be subjected to extended hours of work as dictated by the situation. You will be exposed to out of control fires, structural collapse, extreme heat and cold, precarious locations, smoke and fumes, exposed to the possibility of burns and other effects of smoke inhalation, heat falling materials, explosions, toxic materials, and bacteriological agents. You will be subject to injury while dealing with frightened fire victims, or high speed vehicle operations under adverse conditions, e.g.; congested areas. You will work outside in all types of weather conditions.

Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
