Position Overview
Quantum Science Solutions (QSS) is seeking an experienced IT Program Manager to lead and manage Agile software development programs with a focus on delivering mission-aligned capabilities on time and within budget. The ideal candidate will bring expertise in Agile methodologies, stakeholder communication, risk management, and lifecycle software development.
This position requires strong organizational leadership, technical knowledge, and the ability to translate complex requirements into executable plans.

Key Responsibilities
• Lead Lean Agile development teams and manage sprint planning and execution.
• Translate customer requirements into system features and user stories within an Agile construct.
• Oversee technical project management efforts through the full lifecycle of software development.
• Monitor multiple concurrent and high-visibility projects to ensure timely delivery and alignment with organizational goals.
• Track and report progress using metrics such as burn-up charts, top-line charts, and sprint goals.
• Tailor and communicate complex technical concepts for a range of audiences in briefings and reports.
• Collaborate with stakeholders to develop and maintain strategic objectives and long-term plans.
• Manage risks through identification, assessment, and mitigation planning.
• Coordinate project activities including resource management, task clarification, and resolution of technical issues.
• Ensure readiness for deployment by securing approval and status reporting through existing systems.
• Use Jira to manage backlogs, portfolios, products, and sprints.
• Support change and configuration management efforts across development efforts.

Mandatory Skills & Experience
• Proven experience leading Agile teams in technical software development projects.
• Strong understanding of Agile methodologies, including sprint planning and backlog grooming.
• Experience with Jira for task tracking, project planning, and portfolio management.
• Demonstrated experience coordinating schedules, preparing PMR briefings, and collaborating across teams.
• Proficiency in risk management and corrective action planning.
• Ability to communicate complex information clearly to both technical and non-technical audiences.
• Understanding of cloud platforms such as AWS or Azure.
• Experience in managing multiple projects and meeting schedule and budgetary commitments.
• Familiarity with estimating cloud deployment costs and system integration planning.
• Experience maintaining A&A compliance and ensuring software currency.

Desired Skills
• Experience with Sponsor-aligned Lean Agile methodology.
• Familiarity with Sponsor JIRA workflows, segmentation services, and SecOps pipelines.
• Recent experience managing sprint artifacts including MVI burn-up and top-line charts.

Education Requirement
• Bachelor’s degree in Information Technology, Computer Science, Engineering, or related field.
• Equivalent experience may be considered in lieu of a degree.
