The Networks & Export Engineer SME is responsible for designing, evaluating, and managing secure network solutions and ensuring compliance with export control regulations within Department of Defense (DoD) programs. This role combines technical expertise in secure communications networks with a deep understanding of International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and other export laws. The SME applies advanced engineering principles to develop solutions that support global operations while safeguarding classified data and ensuring compliance with international trade agreements.
Due to the sensitivity of the systems and technologies involved, candidates must possess an active Top Secret clearance with eligibility for Sensitive Compartmented Information (SCI).

- Lead the design and implementation of secure network architectures to support DoD operations, including classified and mission-critical systems.
- Apply advanced expertise to ensure network interoperability, scalability, and performance across platforms used for defense operations.
- Configure and secure communication systems using firewalls, VPNs, encryption protocols, and zero-trust principles.
- Conduct regular assessments to identify vulnerabilities and implement solutions aligned with DoD cybersecurity standards such as RMF and STIGs.
- Serve as the Subject Matter Expert (SME) for ITAR, EAR, and export controls for technology involving secure networks and sensitive systems.
- Evaluate and manage export licenses, Technical Assistance Agreements (TAAs), or other authorizations for technology transfers or international defense collaboration.
- Analyze risks associated with export-controlled equipment and information, ensuring compliance with federal regulations and DoD directives.
- Collaborate with legal, security, and leadership teams to address export control requirements for international partnerships or foreign military sales (FMS).
- Provide innovative solutions for secure global network operations that address both technical and regulatory constraints.
- Research cutting-edge technologies such as artificial intelligence (AI), machine learning, and predictive analytics to improve network performance and security.
- Advocate for new tools, platforms, and methodologies that enhance DoD's ability to comply with export regulations while maintaining mission integrity.
- Mitigate risks associated with non-compliance, unauthorized disclosures, or network vulnerabilities through proactive measures.
- Investigate and resolve incidents related to cybersecurity breaches, export violations, or communication failures.
- Conduct risk assessments for network operations in international environments and develop contingency plans for mission continuity.
- Interface with program managers, engineers, and external contractors to ensure networks meet technical and regulatory requirements.
- Provide technical guidance to cross-functional teams responsible for integrating export-controlled technologies into DoD systems.
- Build strong relationships with government agencies (e.g., Department of State, Department of Commerce) to ensure alignment with export control and trade regulations.
- Develop technical documentation, including system designs, risk assessments, export compliance processes, and operational plans.
- Provide training to engineering teams and stakeholders on export control requirements and secure network protocols.
- Maintain accurate records of all network designs, configuration changes, and export authorization processes for audits and leadership reviews.
- Expertise in network design, security, and global communications protocols, including TCP/IP, DNS, VPNs, and firewalls.
- Deep knowledge of ITAR, EAR, FMS programs, and other export compliance regulations relevant to DoD operations.
- Strong analytical and problem-solving skills to evaluate technical risks and identify compliant solutions for export-controlled technologies.
- Proficiency in encryption protocols, cross-domain solutions, and zero-trust network architectures.
- Exceptional communication and collaboration skills for interfacing with technical teams, contractors, and government stakeholders.
- Ability to work under pressure and manage complex tasks with tight deadlines in classified and dynamic environments.
Basic Qualifications
- Security Clearance : Active Top Secret clearance with eligibility for Sensitive Compartmented Information (SCI).
- Education : Bachelor's Degree in Computer Science, Network Engineering, Electrical Engineering, or a related field. Equivalent military or professional experience may be considered.
- Experience :
- Minimum of 8 years in network engineering, cybersecurity, or export compliance roles, preferably in DoD environments.
- Proven track record of designing secure, large-scale networks and advising on export-controlled technologies.
- Certifications :
- Preferred certifications include CISSP, CCNP (Cisco Certified Network Professional), Certified Export Specialist (CES), or equivalent.
- Familiarity with tools such as Splunk, SolarWinds, Guard solutions, and SIEM platforms is desirable.
