SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; knowledge of procedures to develop a wide range of federal and agency airfield management and flight planning principles, practices, procedures, and regulations applicable to the full range of airfield management responsibilities on an Air Reserve Station and the relationship of these activities to the air traffic system; knowledge of the work required to apply considerable skill in to plan and accomplish a variety of complex work assignments and/or to identify, analyze, and resolve airfield management issues or problems; knowledge of military and civil aircraft landing/take off capabilities and limitations is essential for rapid, safe and viable decision making when emergency and/or unusual runway conditions exist; thorough knowledge of USAF and FAA regulations pertaining to airfield maintenance and equipment ground handling facilities; comprehensive knowledge to monitor operations, practices, and policies of airfield management and planning function to develop, and review airfield management plans and programs; and knowledge of pavement design criteria and contractual airfield driving and safety principles and procedures pertaining to airfield pavement and construction materials, maintenance, and airfield pavement repair practices.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills and abilities necessary to do the work of the position; education must have major field study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

The primary purpose of this position is: to ensure airfield operations and functions effectively support the air reserve station and transient flying missions.
Duties:
- Conducts Airfield Management operations and airfield maintenance activities in support of flying mission needs.
- Provide overall Airfield Driving Program (ADP) management and oversight.
- Plans and develops the Airfield Management Training Program to ensure assigned personnel are qualified for position and ensure proficient to support the flying missions in both peacetime operations and wartime readiness.
- Represents Airfield Management with a variety of installation and functional area organizations.
- Executes the airfield portion of the Bird/Wildlife Aircraft Strike Hazard (BASH) and Foreign Object Damage (FOD) programs.

- Must be able to complete and maintain certification to operate a vehicle on the airfield, to include meeting all color vision testing requirements, in order to operate a vehicle in the Controlled Movement Area.
- The ability to use wildlife control devices, including firearms, as well as any other necessary equipment.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- May be required to participate in Operational Readiness Exercises and Major Accident Response Exercises.
- Work requires incumbent to go outside in all types of weather conditions to inspect the airfield.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- This is an Obligated Position in which an employee has return rights. Upon the employee's return, incumbent may be required to vacate this position.
- Employee must be able to obtain and maintain a secret security clearance.

- The position is designated as key. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available. Incumbent may be required to work extended and/or irregular hours during exercises or contingency situations.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
