Rivet Operations Company has an opening for a Data Manager to join our rapidly growing team in the Norfolk VA area. The Data Manager is responsible for overseeing the collection, organization, management, and analysis of financial and operational data for the Military Sealift Command's (MSC) Comptroller Directorate (N8). This position plays a critical role in ensuring the accuracy and integrity of data used in financial analysis, reporting, and decision-making.
Duties and Responsibilities:
* Design, implement, and manage processes and tools for the collection, maintenance, and presentation of financial and operational data from multiple sources including Navy ERP (NERP), Navy Data Platform (NDP), Advana, and other DoD systems.
* Analyze and evaluate complex datasets to identify trends, performance issues, and opportunities for process improvement.
* Develop and maintain standard operating procedures for data management activities.
* Support preparation of detailed data reports and analyses for senior leadership, ensuring both aggregated and disaggregated views as needed.
* Ensure data integrity through proactive review, reconciliation, and validation of data from various internal and external sources.
* Assist in knowledge transfer by documenting data processes and training personnel on best practices.
* Support the development and sustainment of OMB A-123 financial reconciliations and reports, including Treasury Tie-Point reconciliations and USSGL account schedules.
* Collaborate with financial analysts, accountants, program managers, and other stakeholders to meet data requirements for financial reporting and audit readiness.
* Provide technical assistance on data extraction, transformation, and loading processes for reporting and business intelligence initiatives.
* Assist with data archiving, retrieval, and compliance with Navy Records Retention policies.
Education and Experience:
* Bachelors degree in data science or related field from an accredited college/university (required unless candidate has at least 7 years of professional data management experience).
* Minimum of 5 years of professional experience as a Data Manager (or 7+ years of experience without a bachelors degree).
* Demonstrated experience in analyzing and evaluating large datasets.
* Documented experience with the Digital Accountability and Transparency Act (DATA Act) of 2014 and/or OUSD(C) Advanced Analytics (Advana) Tool (preferred).
* Familiarity with Department of Defense policies, directives, and data management standards (preferred).
* Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
* Strong written and verbal communication skills
