Rivet Operations Company has an opening for an Program Manager to join our rapidly growing team in the Norfolk VA area. The Program Manager will lead and oversee the delivery of financial management support services for the Military Sealift Command's (MSC) Comptroller Directorate (N8). This role is responsible for ensuring performance objectives are met across a multidisciplinary team of analysts, accountants, data managers, and SAP subject matter experts while maintaining compliance with federal regulations and MSC requirements.
Duties and Responsibilities:
* Provide leadership, direction, and oversight for all personnel performing tasks under the MSC financial management support contract, ensuring compliance with the Performance Work Statement (PWS).
* Serve as the primary point of contact with the MSC Contracting Officer Representative (COR) for all technical, schedule, and performance issues.
* Ensure timely completion of deliverables, including monthly status reports, financial analyses, reconciliations, NERP implementation support, and OMB A-123 tasks.
* Coordinate project schedules, resources, and task assignments to achieve objectives and maintain contract performance standards.
* Manage subcontractor performance (if applicable), ensuring alignment with contract requirements.
* Conduct and participate in post-award conferences and monthly progress meetings with the COR to review contract performance, address issues, and implement corrective actions.
* Monitor and enforce adherence to Quality Assurance Surveillance Plan (QASP) requirements, including performance thresholds and deliverable quality.
* Ensure the programïs compliance with security requirements, including personnel clearances, base access, information security standards, and safeguarding Controlled Unclassified Information (CUI).
* Oversee knowledge transfer efforts to MSC personnel in accordance with the contractïs knowledge transfer plan.
* Prepare and submit required reports to the COR, including performance metrics, financial execution briefs, and risk assessments.
* Identify, assess, and mitigate risks affecting program performance, quality, or schedule.
* Maintain strong, collaborative relationships with Government stakeholders, subcontractors, and team members.
* Ensure contractor personnel maintain professionalism, continuity, and stability to support MSC mission requirements.
Education and Experience:
* Bachelor's degree from an accredited college or university (required; advanced degree preferred).
* Minimum of 5 years of professional experience as a program manager, including managing teams delivering finance-related services.
* Alternatively, 7+ years of relevant experience as a program manager without a bachelorïs degree.
* Documented commercial or military management experience supervising finance, accounting, or data-related work.
* Demonstrated ability to lead multidisciplinary teams and manage complex contracts.
* Strong written and verbal communication skills.
* Proficiency with Microsoft Office applications (Word, Excel, PowerPoint).
Preferred Skills:
* Familiarity with Department of Defense Financial Management Regulations (DoD FMR).
* Experience managing ERP implementations or sustainment efforts, especially Navy ERP (NERP).
* Understanding of federal acquisition regulations, especially performance-based service contracts.
* Prior experience supporting OMB A-123 or federal audit readiness efforts.
