Rivet Operations Company is seeking a highly motivated Senior Computer and Information Systems Manager to join our team in support of the United States Marine Corps (USMC) Pacific Posture Enterprise (PPE). This role will be primarily performed remotely with periodic on-site support at the Pentagon and potential travel to Indo-Pacific locations such as Hawaii, Guam, Japan, and Australia.



Rivet delivers trusted expertise in digital transformation, information management, data integration, and IT modernization across the Department of Defense. In this role, you will maintain, improve, and operationalize USMC's enterprise knowledge management framework, tools, and processes using the Microsoft 365 platform-including SharePoint, Power Automate, and Power BI-while supporting the mission-critical Enterprise Decision Support Tool (eDST).



Duties and Responsibilities:


* Maintain and expand the PPE Knowledge Management (KM) system aligned to Marine Corps KM Strategy and PLP Enterprise practices.
* Update and sustain the eDST SlickSheet and related tools that explain the collection and utility of enterprise data.
* Manage and enhance the PLP Command Library using Microsoft 365 applications, ensuring optimal functionality and intuitive user experience.
* Develop a comprehensive content management plan, conduct quarterly content reviews, and validate workflow efficiency across platforms.
* Collaborate with stakeholders to support SharePoint site creation, develop custom business rules, manage user permissions, and automate processes using Power Platform tools.
* Assist leadership in the development and implementation of KM and Records Management policies, SOPs, and training materials.
* Monitor and report on KM tool utilization and effectiveness using qualitative and quantitative metrics (e.g., access logs, user feedback, RFI response times).
* Document internal business processes using BPMN and SIPOC frameworks; identify storage and access solutions within Microsoft 365.
* Establish and manage a repeatable process framework to maintain and update all documented workflows and business procedures.
* Analyze program data and documentation to identify trends, gaps, or opportunities for KM and operational improvement.
* Organize, archive, and sustain institutional knowledge-including current and historical governance materials-in the Command Library and eDST.
* Generate and present a monthly Plan of Action & Milestones (POA&M) that outlines key KM activities, timelines, and measurable improvements.


Job Requirements



Education, Experience, Skills:


* Bachelor's degree in Information Management, Computer Science, Business Administration, or related discipline. Associate's degree with 2 additional years of experience may be substituted.
* At least 6-8 years of experience in enterprise knowledge management, Microsoft 365 implementation, or information governance within a DoD or federal agency environment.
* Demonstrated expertise in SharePoint Online, Power Automate, Power BI, and Microsoft Teams integration.
* Strong background in information architecture, records management practices, and KM policy development.
* Proficient in documenting business processes using BPMN and SIPOC standards.
* Experience supporting tool adoption, stakeholder training, and metrics-driven KM performance assessments.
* Excellent written and verbal communication skills with the ability to interface across civilian and military leadership.
* Must be a U.S. citizen and be able to obtain and maintain a security clearance.
* Willingness and ability to travel occasionally to Pacific region sites (e.g., Hawaii, Guam, Japan, Australia), as needed.

* Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required. May include lifting to 25 pounds as necessary.
