Rivet Operations Company is seeking an experienced and detail-oriented Senior Financial Analyst to join our team in support of the United States Marine Corps (USMC) Pacific Posture Enterprise (PPE). This role is essential in driving the planning, programming, budgeting, execution, and audit readiness of complex multi-national posture investments, including U.S.-Japan agreements such as the Exchange of Notes (EON) and broader financial oversight of the Defense Policy Review Initiative (DPRI) and Indo-Pacific programs.



The Financial Analyst will serve as a trusted advisor and technical expert to PLP and USMC senior leadership, providing enterprise-wide fiscal analysis, modeling, and insight. Candidates must be fluent in DoD and USMC fiscal systems, be confident briefing senior leaders, and be capable of aligning financial data with strategic planning and operational objectives.

Duties and Responsibilities:


* Provide support to the full lifecycle of the DoD Planning, Programming, Budgeting, Execution, and Assessment (PPBEA) process, focusing on Pacific Posture programs and EON funding.
* Conduct in-depth financial analysis across current and historical Program Objective Memorandum (POM) submissions, identifying execution trends, funding gaps, and strategic impacts.
* Utilize and cross-reference data from fiscal databases including DAI, PBIS, MCPRIME, Cerberus, MCFAD, Navy ERP, and USMC STARS to inform decision-making.
* Develop financial tracking tools and spreadsheets to support complex calculations, fiscal reconciliation, and comparative analysis across budget years.
* Review financial documentation for accuracy, including account codes, amounts, data integrity, and version control.
* Coordinate with stakeholders to analyze programming data and execution reports, provide recommendations, and prepare materials for leadership briefings and working groups.
* Support the execution and reporting of international funding (EON and future foreign contributions) through budget analysis, audit trail documentation, and risk assessment.
* Assist with audit and assessment taskers, ensuring data accuracy, traceability, and compliance with internal controls and federal financial regulations.
* Collaborate with the Enterprise Decision Support Tool (eDST) team to ensure financial data is accurately reflected within the system and supports visualization and reporting needs.
* Contribute to the development and maintenance of audit-ready documentation and reports in response to emerging assessment requirements.
* Participate in planning and review meetings to provide fiscal expertise, financial modeling, and support for Pacific-wide initiatives and strategic posture planning.


Education, Experience, and Skills:


* Bachelor's degree in Finance, Accounting, Business Administration, or a related discipline. A Master's degree or relevant certifications (CDFM, CGFM) preferred.
* At least 5 years of experience supporting DoD or USMC financial management and POM analysis, ideally within posture-related programs.
* Experience using federal fiscal and programming systems such as DAI, PBIS, Navy ERP, MCFAD, and MCPRIME.
* Strong knowledge of DoD financial guidance, audit requirements, and reporting standards.
* Ability to develop complex spreadsheets, reconcile multi-year funding, and generate financial reports for executive leadership.
* Prior experience with EON-related fiscal tracking or international funding agreements is highly desirable.
* Proven ability to communicate complex financial data clearly to non-financial audiences, including senior military and civilian leaders.
* Familiarity with the Pacific Posture Enterprise, DPRI, or Indo-Pacific infrastructure programs is a plus.
* Must be a U.S. citizen and be able to obtain and maintain a security clearance.
* Willingness to travel to Indo-Pacific locations, as required, for fiscal site visits, stakeholder coordination, or training sessions.

* Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required. May include lifting to 25 pounds as necessary.
