Rivet Operations Company is hiring a results-driven Senior Business Intelligence Analyst to support the United States Marine Corps (USMC) Pacific Posture Enterprise (PPE). This position serves a key role in overseeing the sustainment, modernization, and enterprise integration of the Marine Corps' Enterprise Decision Support Tool (eDST), a critical data management and visualization platform enabling enterprise-level posture decision-making in support of Indo-Pacific operations.
This individual will work at the forefront of program governance, risk and change management, and enterprise data integration-supporting strategic leadership across the USMC and its partners. Leveraging Microsoft 365 technologies including Power BI, SharePoint, and Power Automate, the Enterprise Program Manager will ensure eDST evolves in step with mission requirements and continues to deliver insights for strategic planning, construction oversight, programming, and budgeting.
Duties and Responsibilities:
* Develop and maintain a Project Management Plan (PMP) for eDST expansion and support, aligning to GAO, DAU, and PMI best practices.
* Design and implement a Data Management Plan integrating data from diverse sources such as Capital Investment Plans and stakeholder Integrated Master Schedules (IMS).
* Analyze Congressional appropriations and international funding (e.g., Exchange of Notes from Government of Japan) to ensure accurate enterprise-level planning inputs.
* Establish data calls, data flow procedures, and a validated data repository that supports Quality Assurance and Control processes across the Pacific Posture Enterprise.
* Provide day-to-day operational support and iterative enhancements to eDST based on user feedback, data changes, and enterprise-level requirements.
* Track and implement change requests to eDST functionality, coordinating closely with the Programmatic Lead, COR, and Government stakeholders.
* Support the expansion of eDST across all PLP business lines by gathering and incorporating new mission requirements and stakeholder input.
* Monitor and assess construction progress reporting, critical path elements, risk mitigation efforts, and milestone achievement across PPE-related projects.
* Generate performance dashboards and monthly reports capturing system use, change request statuses, logins, and system analytics.
* Develop and deliver training materials, user guides, and update newsletters to support stakeholder engagement and consistent platform use.
* Perform program integration assessments and gap analysis to align eDST with HQMC processes and international agreement mandates.
* Lead or support enterprise-level meetings, working groups, and planning sessions (e.g., IPTs, IPRs, Scenario Development Workshops).
* Provide in-person or virtual training and demos to PPE stakeholders in the Pentagon and throughout the Indo-Pacific AOR, including MARFORPAC, MCIPAC, MCICOM, and HQMC.
* Design, produce, and update PPE governance visuals and program documentation.
* Analyze risk and change impact using data visualizations and dashboards embedded in eDST to inform program decisions.
* Apply modern application development practices for tool optimization, front-end integration, and automation of data ingestion and validation routines.
Job Requirements
Education, Experience, and Skills:
* Bachelor's degree in Program Management, Systems Engineering, Business Administration, or a related discipline.
* At least 5-7 years of experience in program management, systems integration, or enterprise tool sustainment within the Department of Defense.
* Must be a U.S. citizen and be able to obtain and maintain a security clearance.
* Strong understanding of the Marine Corps PPBEA process, Force Design initiatives, and Indo-Pacific posture strategy.
* Demonstrated experience with Microsoft Power Platform (Power BI, Power Automate), SharePoint, and Microsoft 365 suite.
* Familiarity with eDST or similar enterprise decision-support tools highly desirable.
* Ability to lead cross-functional teams, brief senior military and civilian stakeholders, and manage evolving program requirements.
* Experience with the Defense Policy Review Initiative (DPRI) or Pacific Posture programs is a plus.
* Skilled in Agile or iterative development methods; capable of managing software enhancements and user-driven updates.
* Willingness to travel to Indo-Pacific locations (e.g., Japan, Guam, Australia) for stakeholder engagement and training support.
