Duties
Help
  • You will be responsible for designing and implementing the provisions of all ESH Programs in conformance with NAVSEA policy and strict adherence to other governmental regulatory agencies, state and local statues and regulations.
  • You will determine the direction and be held accountable for the effective implementation and conduct of all ESH Programs, ensuring compliance with OSHA, EPA, cognizant State, local and Navy facility laws and regulations.
  • You will review new or revised policy directives or program materials from higher headquarters or regulatory agencies, determining applicability and scope of impact on SSGR ESH programs.
  • You will advise and make recommendations to management relative to projected ESH laws and regulations which could impact performance of the SSGR mission, or compliance of private shipyard contractors.
  • You will exercise staff surveillance over the ESH aspects of SSGR, ship's force, Alteration Installation Teams and shipyard contractor operations.
  • You will provide technical oversight for the Quonset Point Respiratory Protection Program Manager and function as the Command technical point of contact for Shipyard Confined Space Safety.
  • You will perform regularly scheduled/unscheduled visits to worksites and facilities, including shipyard contractors, to audit for compliance with applicable ESH laws, regulations and procedures.
  • You will develop specialized ESH planning, analyses and solutions to technical and program maintenance problems.
  • You will establish operation and maintenance standards for new or unusual work operations having potential adverse impact on government personnel/property safety or the environment.
  • You will develop and perform SSGR and Ship's Force training program for ESH including selection and budgeting for courses given outside the command and preparation of training materials for internal ESH training.
  • You will perform trending analysis, investigate mishaps, obtain statements for witnesses and photographs mishap scenes, records circumstances of mishap and extent of injuries.
  • You will estimate the cost of property damage and prepare a final report of findings with recommendations to correct the unsafe acts or conditions which caused the personal injury or property damage.
  • You will determine applicability for personnel and manages the overall Medical Surveillance program.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: overseeing an occupational safety and health program by applying standards, regulations, or policies to reduce or eliminate employee exposure to health hazards.
