Duties

  • You will serve as Housing Department Head, U.S. Naval Station Guantanamo Bay, Cuba.
  • You will serve as the senior civilian Housing Director and directs and coordinates the acquisition, management, maintenance and repairs of all Navy Unaccompanied and Family Housing.
  • You will provide direction and instructions subordinates and monitors work to be accomplished, establish priorities, and apprise Installation Commanding Officer (CO) of projected problems.
  • You will plan for staffing needs, initiates recruitment actions and selects or recommends selection and promotion actions.
  • You will conduct occupancy and maintenance inspections; plan and budget for operations, maintenance, repair and improvements; maintain and control furnishings; manage fiscal resources; and ensure good occupant/management relations.
  • You will direct all aspects associated with the planning, operation and evaluation of Unaccompanied and Family Housing management.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.Specialized experience may include:-Conducting occupancy and maintenance inspections-Budgeting for operations, maintenance, repair and improvements for a housing department.-Directs and manages of Unaccompanied and Family Housing Management-Administers contracts for routine maintenance to complex repairs-Develops operating policies and procedures concerning housing program finances.NOTE: This information must be supported in your resume to be considered for this position.

OTHER CONDITIONS: Work is typically sedentary, although some walking, standing, carrying of light items, and driving an automobile is occasionally required. Work is typically performed in an office setting. May be occasional exposure to dusty or dirty conditions while visiting units or facilities undergoing repair, maintenance, construction, or renovation.

WORK ENVIRONMENT The work involves normal risks or discomforts associated with an office environment. The work area is usually adequately lighted; the ventilation is adequate with an average daily temperature ranging from 85-92 degrees. The work outdoors involves exposure to noisy, dusty or dirty conditions during project site visits.

PHYSICAL DEMANDS Work is typically sedentary but also involves frequent travel and inspections in and about project facilities. No special physical demands are required to perform the work; however, some walking, bending, stooping, climbing reaching and driving is necessary.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
