Summary

All native Group is seeking a full-time Deputy Program Manager (DPM). The Deputy Program Manager fills a pivotal role in the management of a large complex government staffing contract. DPM manages the contractor processes and personnel that enable performance under the contract and subordinate task orders. The DPM will report directly to the Program Manager (PM), and coordinate with the Contracting Officer (CO), Contracting Officer's Representative (COR), and Government Technical Monitors (GTM) when assigned by PM to do so. DPM will function as the principal interface between the PM, on-site employees,& on-site client representatives. The DPM will work a minimum of (3) three days per week on the client site.

Essential Functions
  • Serve as back-up focal point to PM for all contractor functions that pertain to performance under the contract
  • Act on behalf of the PM during PM absences.
  • Responsible for handling personnel performance management and corrective action functions
  • Coordinate direct company billing for unit travel needs domestic and international, in addition to miscellaneous contract expenses.
  • Organize and produce contract deliverable documents for PM review and submission
  • Plan, coordinate, and oversee employee professional development training as required.
  • Support PM in new policy/process development and implementation.
  • Responsible for addressing and resolving personnel issue including conflict resolution through effective communication. Provide mentorship and guidance to team members, fostering a positive , collaborative work environment while ensuring compliance with ANG and USG policies and procedures.
  • Coordinate HR issues and incidents, ensuring company responsiveness to requests for leave, pay issues other HR support needs of contract personnel.
  • Coordinate recruiting needs, coordinate and/or conduct pre-screen interviews for initial candidate selections.
  • Develop and implement strategies to enhance team effectiveness, morale, engagement and promoting a culture of excellence
  • Perform contract data analytics to detect trends and assess emergent issues.
  • Proactively communicate and collaborate with Contractor employees to analyze needs for information and support on an ongoing basis.
  • Work with PM on corporate budgeting and contract reporting requirements.
  • Ensure compliance with company policies, procedures and practices.
  • May be requested and required to participate in Proposal Support functions due to expertise.

Capabilities
  • Knowledge of the function, policies, and procedures associated with security operations of U.S. Embassies and Consulates preferred.
  • Excellent oral and written communication skills, including ability to communicate solutions effectively to both contractor and government audiences.

Supervisory Responsibility

Will asssist with overseeing the day-to-day operation of a federal contract with 200+ onsite staff in multiple locations.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
  • Must be able to remain in a stationary position 75% of the time.
  • Occasionally moves about inside the office to access file cabinets, office machinery, etc.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
  • Expresses or exchanges ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.
  • Frequently moves standard office equipment up to 25 pounds.
  • Must be able to work indoor conditions 90% of the time.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to handle or feel; and reach with hands and arms.

Position Type/Expected Hours of Work

This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend hours required, as required by business need.

Travel

Travel is primarily local during the business day, although out of the area travel to worksites in Fairfax, VA, Dunn Loring VA, Quantico, and others, sometimes including overnight stays is necessary.

Experience
  • At least Seven (7) years of related experience of which a minimum of (3) years must be in a program management.
  • Must have at least two (2) years' experience in a supervisory level position with a government contracting company.

Education
  • Bachelor's degree required. Preferable in a Business, Management, or Security Administration related field.

Additional Eligibility Qualifications
  • Demonstrated experience managing a federal contract with solid understanding of managing commercial company compliance with federal contracting policies and principles
  • Must have experience managing the hiring process, including coordinating panel interviews, facilitating candidate assessments and overseeing the selection process to ensure fair and effective hiring decisions.
  • Must have demonstrated experience in planning, evaluating, analyzing, and implementing government contract requirements.
  • Must have demonstrated excellent organizational and coordination skills.
  • Must have demonstrated experience in addressing and resolving personnel issues, including conflict resolution, performance management, and disciplinary actions, in accordance with company policies and employment law.
  • Must have demonstrated experience working with multiple client POCs at various levels of an organization ensuring effective communication, collaboration, and relationship management.
  • Excellent Microsoft Word, Excel, and SharePoint skills.
  • PMP certification preferred
  • Experience with Department of State preferred
