Modern Technology Solutions, Inc. (MTSI) is searching for a Senior Program Security Manager to provide multi-disciplined security support to a customer's facility and organization. The position will provide "day-to-day" support for Collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) activities. This support shall provide multi-disciplinary security support, including specialized analytical/program protection support, while being responsive and flexible in dynamic, evolving security situations. This individual may also be appointed and act as the Government SAP Security Officer when needed.

Individuals supporting this task may be required to perform a combination of the duties below as well as other duties traditionally within the security spectrum such as physical, information and personnel security as well as generally supporting other functions within the government organization mostly in a manual labor basis as needed. These duties are not necessarily all-inclusive (i.e., the government may require future security support that may not follow directly from a combination of the following functions). All individuals supporting this task shall possess a Top Secret (TS) clearance and Single Scope Background Investigation (SSBI) current within the last six (6) years and be eligible for Sensitive Compartmented Information (SCI). Depending on the position, additional security screening may also be required (e.g., polygraph examination, etc.). Loss or suspension of clearance may be grounds for immediate removal from the contract, pending the decision of the CO as advised by security oversight authorities.

The contractor must be able to work daily in an industrial environment as well for temporary periods in austere duty locations which include physical activity such as bending, lifting heavy items out in the elements for extended duty periods often beyond the normal duty day.

Individual may be required to perform any or all of the following duties in support of their position and the Programs/Units to which they are assigned:

1. Attend meetings as required in support of Program/Unit activities.

2. Prepare/present briefings, graphics, and visuals for/to leadership as required in support of Program/Unit activities

3. Prepare security paperwork (e.g., Visit Certifications, Program Access Requests (PARs), and SAP indoctrination agreements, SAP Nomination Process (SAPNP) Questionnaire, etc.).

4. Assist in access control and perform escort duties for visitors in support of Program/Unit activities

5. Answer telephones and other modes of administrative communications in the performance of duties supporting Program/Unit activities.

6. Perform self-inspections; identify security discrepancies, and report security incidents.

7. Support security inspections; identify security discrepancies, assist in report preparation.

8. Perform courier responsibilities for classified information within the local area.

9. Control program media and information within SCI or SAP guidelines.

10. Use updated Security Classification Guide (SCG), or other source documents, to perform classification reviews on all SAP documentation ensuring proper derivative classification on all SAP documents encountered during performance of duties.

11. Populate and update security databases (e.g., suspense tracking, personnel access, facility, POA&Ms, etc.) in the performance of duties assigned.

12. Possess working knowledge of Windows operating system and Office applications.

13. Act as the Government SAP Security Officer when required.

Performance shall include:

Classification reviews of inbound and outbound correspondence

Assist in the maintenance of a document accountability database and associated correspondence

Processing inbound and outbound classified mail and receipt records

Perform destruction of classified materials

Process magnetic media for accountability

Reproduction support for classified materials

Maintain various daily logs for a variety of administrative functions associated with document control

Assist in the processing of inbound data and outbound data transfer files

Transfer electronic data files to internal customers

Maintain an extensive customer database point of contact listing

Assist with researching, processing, filing, and maintaining inbound and outbound visit notices

Escort facility visitors and maintains associated logs

Assist in the preparation of facility access control badges Conduct entry and exit inspections

Assist in the maintenance of facility access control entry systems, to include visitor control

Perform data entry to the Personnel Access Security System database and maintain all customer sponsored billets and quota information

Assist in maintaining personnel security files for all personnel of the supported element

Follow and enforce the customer's Standard Operating Procedures

Provide support for the security awareness and education programs

Perform miscellaneous administrative support functions as directed by the COR or Government Security Representative

Review, track, and monitor security clearance processing activities with appropriate government personnel to achieve appropriate clearance actions

Participate in Air Force SAP security compliance inspections of government organizations and industry

Implement Top Secret Control for accountable material and associated correspondence

Prepare and/or process inbound and outbound classified mail, faxes, courier packages and receipts

Prepare, process, and/or review Program Access Request (PARs) for accuracy and access eligibility

Execute Special Access Program Nomination Process Questionnaires

Conduct Defense Central Index of Investigations (DCII), Joint Personnel Access System (JPAS), and/or SAPNP reviews of candidates being submitted for SAP access

Perform data entry and record checks in the Joint Access Database (JADE) and maintains all customer sponsored personnel access information current

Perform indoctrinations

Develop and implement security plans for AFSPC operations, test & evaluation, and deployment activities

Interface with Intelligence/Counterintelligence organizations to provide support to unit activities

Provide leadership, mentoring, and quality assurance for Team Members

Perform additional duties within the security realm as required to support the customer (Security Manager, Antiterrorism, COMSEC briefed individual, etc.)

Assist with management of alarm systems (inspections, troubleshooting, after-hours alarm response, etc)

Experience:

• 10-12 years total experience, including minimum 5 - 7 years' experience with SCI or SAR programs.

Minimum of 3 years' relevant experience with SAR programs highly desired.

Education:

• Bachelor's degree or equivalent additional experience (4 years)

Certifications:

Must complete the DoD SAPCO approved SAPNP training within six months of starting on contract

SIMS database familiarity or complete training within six months of starting on contract

Must complete JPAS training within six months of starting on contract

Must complete Joint Access Database Environment (JADE) training within six months of starting on contract.

Security Clearance:

Current Top Secret Clearance with SCI Eligibility

Eligibility for access to Special Access Program Information

Willingness to submit to a Counterintelligence polygraph

Other Requirements:

Must be familiar with security policy/manuals and the appropriate ICDs/JAFANs/DOD Manuals and other guiding policy documents.

Must have the ability to work in a dynamic environment and effectively interact with numerous DOD, military/civilian personnel and industry partners

Working knowledge of Microsoft Office (Word, PowerPoint, and Excel)

Possess a high degree of originality, creativity, initiative requiring minimal supervision

Willingness to travel within the organizational Area of Responsibility (AOR) (note - could be extensive, and will include both air and ground transportation)

Must be able to lift 50 pounds

The pay range for this position in Colorado is $120,000/year to $160,000/year; however, base pay offered may vary depending on established government contract rates, job-related knowledge, skills, and experience, and other factors.
